- Drive the overall success of projects or portfolios by ensuring timely delivery, adherence to budget, fulfillment of business objectives, and compliance with governance, security, and resiliency standards.
- Oversee and track project plans, milestones, risks, and change management activities to ensure projects are completed on schedule, within scope, and within budget.
- Define and manage the project scope, objectives, and desired outcomes, ensuring strong alignment with the Authority's strategic business goals.
- Lead the planning and development of business cases, concept papers, and funding proposals to secure project approvals.
- Oversee and guide all procurement activities — from drafting tender specifications to managing tendering, evaluation, recommendation, and award processes.
- Develop and manage comprehensive project schedules using appropriate methodologies, identifying dependencies, critical paths, milestones, and deliverables.
- Build detailed work plans and ensure team members are fully engaged and aligned with assigned tasks and responsibilities.
- Facilitate regular work group meetings and deliver clear, timely progress and status updates to stakeholders.

- Proven expertise in ICT project management, covering full project development life cycles (SDLC).
- Strong leadership and people management abilities with experience managing medium to large-scale ICT projects, preferably within the Singapore government sector.

Technical Expertise – Infrastructure & Security
- 5+ years' experience in IT infrastructure project management (Systems, Cloud, Network, Facilities, Data Center).
- Strong knowledge of ICT infrastructure including servers, networks, IT security, end-user computing (EUC), and operations.
- Experience with Firewall, IPS, WAF, Proxy, API Gateways, SIEM, and network security architecture.
- Familiar with Singapore Government security standards, compliance, and data governance policies.
Change Management Expertise
- Deep understanding of organizational change processes, stakeholder engagement, and communication strategies.
- Skilled in applying change management methodologies, tools, and frameworks.
- Strong interpersonal skills with the ability to influence, build relationships, and align diverse teams towards common objectives.
