Job Summary:
We are seeking an experienced Assistant Contracts Manager with a solid background in HDB BTO projects to support our Contracts Department.
The successful candidate will assist the contracts manager overall in-chharge for full spectrum of contract administration and cost control for HDB BTO projects.
This includes tendering, contract execution, variation orders, claims, and compliance with all relevant contractual and regulatory requirements, especially under HDB BTO Project sector guidelines.
Key Responsibilities:
• Assist Contracts Manager managing the pre- and post-contract administration for HDB BTO projects.
Prepare, review, and analyze main contracts, subcontracts, and consultancy agreements.
Liaise closely with the HDB, consultants, subcontractors, and suppliers to ensure compliance with all contractual obligations.
Evaluate and process variations, claims, EOTs (Extension of Time), and loss & expense submissions.
Oversee the preparation and monitoring of project cost budget, cash-flow for project, track changes in work and adjust budget projections accordingly
Support tender processes including cost estimation, bills of quantities, and subcontractor sourcing.
Ensure timely submission of progress claims to clients and certifications of subcontractors' claims.
Review project documentation to ensure contractual risks are properly managed and mitigated.
Support dispute resolution and contract negotiation when necessary.
Keep updated on HDB's General Conditions of Contract (GCC) and ensure compliance with HDB regulations and company procurement processes.
Requirements:
Degree/Diploma in Quantity Surveying, Building, Construction Management, or a related field.
Minimum 8 years and above relevant working experience in Main-con, specifically in HDB BTO projects in Singapore.
Strong understanding of Singapore Standard Conditions of Contract, Public Sector procurement procedures, and local construction laws.
Proven ability in contract negotiation, cost control, contract administration & variation orders
Familiarity with contracts such as PSSCOC is advantageous.
Strong communication, analytical, and negotiation skills.
Able to work independently with excellent problem-solving skills, strong time management and multitasking ability.
