Roles & Responsibilities

JOB PURPOSE

  • Lead the multi-discipline construction team for Singapore Organization.

    Eg. HSEQ, Civil, Structure, Piping, E&I Supervisors
  • Provide visible leadership to drive decision on day-to-day challenges of onsite construction activities

RESPONSIBILITIES AND AUTHORITY

Construction Project Oversight:

  • Lead and manage all aspects of construction activities for renewable refinery projects.

    Ensure projects are executed in accordance with design specifications, safety regulations, and sustainability goals.

    Monitor the progress of the construction and proactively address any delays, obstacles, or challenges.

Resource Management:

  • Coordinate and allocate construction resources, including labor, equipment, materials, and subcontractors, to ensure optimal efficiency.

    Ensure that resources are available and utilized effectively to meet project schedules and goals.

Team Leadership:

  • Lead a team of construction supervisors, engineers, and workers.

    Provide direction, mentorship, and support to ensure the team is working efficiently and adhering to safety and quality standards.

    Foster a collaborative environment and ensure strong communication across all levels of the construction team.

Budget and Schedule Management:

  • Develop and manage project budgets, ensuring that construction activities are completed within the approved financial parameters.

    Monitor construction timelines and schedules to ensure the project is completed on time.

    Identify potential cost savings and schedule efficiencies while maintaining quality standards.

Health, Safety, and Environmental Compliance (HSE):

  • Ensure that all construction activities comply with health, safety, environmental, and regulatory standards, with a strong emphasis on a zero-accident culture.

    Lead safety meetings, conduct regular site inspections, and promote the use of best practices to prevent accidents and ensure compliance with environmental guidelines.

Contractor and Vendor Management:

  • Oversee subcontractors, vendors, and third-party contractors to ensure they meet project requirements.

    Manage contract negotiations, performance, and coordination to ensure high standards of work and adherence to timelines.

Quality Assurance and Control:

  • Ensure that construction work is completed to the highest standards of quality.

    Conduct regular inspections, identify potential issues, and ensure compliance with design specifications.

    Address any non-conformances and implement corrective actions as needed.

Risk Management:

  • Identify construction risks, potential delays, and obstacles, and implement effective mitigation plans.

    Monitor the progress of construction to ensure potential risks are minimized or resolved promptly.

Stakeholder Communication:

  • Communicate regularly with project managers, engineers, and other stakeholders to provide updates on the construction progress, risks, and challenges.

    Address concerns promptly and effectively to ensure alignment with project objectives and timelines.

Documentation and Reporting:

  • Maintain accurate records of all construction activities, including work completed, materials used, and changes made to the scope or design.

    Prepare regular progress reports for senior management and clients, highlighting key performance indicators (KPIs) such as timelines, budgets, and safety metrics.

Continuous Improvement:

  • Lead continuous improvement efforts for construction processes and procedures.

    Implement best practices, evaluate construction methods, and introduce innovative solutions to improve efficiency and safety across all projects.

Education

  • Bachelor's degree in engineering, with preference of Civil, Structure or Architecture Engineering.

Experience

  • Minimum of 8-10 years of experience in construction management, with at least 5years of experience managing large-scale projects in the renewable energy, refining, or industrial sectors.

  • In-depth knowledge of construction practices, industry codes, and regulatory requirements related to renewable energy and refinery operations.

  • Proven experience managing budgets, timelines, and resources on large, complex construction projects.

  • Experience with renewable energy technologies and refinery construction, including mechanical, electrical, and civil systems, is highly desirable.

  • Strong understanding of health, safety, environmental regulations, and quality assurance standards.

  • Visible leadership to manage 3rd party supervisors who are deployed during site construction activities
