Role
The Data Scientist in the Data Strategy and Analytics Division is an individual contributor reporting to an Assistant Director/Principal Manager.
The role leverages advanced data analytics and machine learning capabilities to derive strategic business insights from large-scale and real-time datasets to inform policy analysis, strategic planning, and operational efficiency improvements.
You will also serve as the domain expert to coordinate, strategize and guide other SSG officers on data analytics work to achieve efficiency and accuracy.
Responsibilities
Statistical Analysis & Machine Learning Development
- Research, develop, and deploy statistical and machine learning models for comprehensive data analysis to support data-driven policy and programme review
- Apply intermediate to advanced statistical concepts including hypothesis testing, regression analysis, time series analysis to solve complex analytical problems
- Apply data mining techniques and perform statistical analysis to generate insights at scale
Data Quality Management & Processing
- Devise algorithms to mine big data stores, perform error analysis, and ensure data uniformity and accuracy across multiple sources
- Evaluate anomalies in collected data, investigate erroneous or incomplete data with stakeholders, and develop data cleansing strategies to reduce inaccuracies
- Write efficient, reusable code for data preparation and analysis using tools like Python, R, and SQL
Stakeholder Collaboration & Solution Development
- Collaborate with internal and external stakeholders to understand analytical needs and devise innovative solutions
- Manage data collection, processing, and reporting of Continuing Education and Training (CET) statistics
- Communicate analytic solutions and implement improvements to operational systems
Data Visualization & Communication
- Conduct analysis of CET data and survey results, generating insights through interactive dashboards
- Designed customised visualisations to inform policy and programme review and design
- Present data persuasively using tools like Tableau and apply design principles to enhance usability
Strategic Data Value Assessment
- Demonstrate a keen understanding of data value relating to business objectives, managing and coordinating primary research studies including CET-related surveys and outcome reviews
- Leverage data-driven evidence to inform policy development, engage stakeholders to understand requirements, and pilot new initiatives with target groups
