Job description

What the role is
Deputy Director, HR Development works closely with the Director HR to champion a progressive learning culture and drive strategic staff development initiatives across the organization and at the sectoral level.

This role leads a team of managers/executives responsible for capability building, leadership & talent development, and employee engagement, and will serve as secretariat for sectoral HR committee engagements.


What you will be working on
Learning & Development (L&D)
Spearhead the development of learning strategies and policies to build capabilities across all staff levels, including reporting officers and senior management.


Lead the end-to-end curation and implementation of baseline training programmes tailored to different staff categories.

This includes conducting needs analysis, selecting appropriate interventions, managing delivery, evaluating effectiveness, and reporting outcomes to senior management.


Collaborate with internal business units, PSEI counterparts, and external public/private agencies to identify competency gaps, co-develop competency frameworks, and curate programmes for rollout.


Provide oversight in L&D operations, including budget planning and tracking, system administration, travel and learning administration, and workflow optimization.


Leadership, Talent Development & Performance Management
Oversee the administration of 360‐degree feedback for middle and senior management, and design targeted development strategies based on insights.


Lead the curation and implementation of leadership development initiatives for senior leaders, engaging key internal and external stakeholders.


Drive talent development efforts using the 70/20/10 learning model, conduct periodic review and oversee execution of the organization’s flagship talent development programme(s).


Support Director in the administration of annual performance appraisal and succession planning exercises.


Employee Engagement
Lead the planning and execution of the Whole‐of‐Government Employee Engagement Survey, including launch, data analysis, and follow‐up interventions.


Oversee the design and implementation of staff and management engagement sessions to foster a connected and motivated workforce.


Plan and execute employee engagement initiatives and events as assigned.


Budget Planning & Reporting
Lead the annual operating budget planning process in collaboration with key stakeholders.


Manage the planning and utilization of the staff welfare fund to support employee well‐being.


Assist the Director in manpower planning and FTE budgeting, including tracking new headcount requests and updating management on MMF status.


Oversee team in preparing and presenting KPI reports for senior management, sectoral, and MOE‐level forums.


Qualifications
Relevant qualifications, with at least 15 years of experience in HR or related fields.


Demonstrated competency in curating, managing and implementing programmes for capability building (including knowledge/skills in competency frameworks development), leadership & talent development and staff engagement.


Strong supervisory experience in leading teams and driving outcomes.


Familiarity with public sector governance and management is preferred.


Experience with Workday or similar HR systems is a plus.
