Director / Deputy Director (Children and Youth Services)

Overall Goal: To provide leadership in directing the programmes and services; and developing the people of the Service Group providing 'Children and Youth Services' (CYS).

Job Description

This is a Senior Management And Organization Leadership position.

As Director (Children and Youth Services), you will be responsible for the development and implementation of operational strategies to ensure efficient and effective delivery of programmes and services by the Service Group providing 'Children and Youth Services' (CYS).

You will work closely with the CEO as part of the Senior Management Team (SMT) to translate Care Corner's aspirations and goals into a set of strategic initiatives, and support the implementation of these initiatives within the Service Group.

You will manage the financial and manpower resources to ensure optimal usage, and help build the talent pipeline for the organization as a whole.

You will work with your Service Group leaders to identify capability gaps and support professional development of staff.

You will help build and leverage on community networks to encourage social service integration.

This is a senior-level position that reports to the Chief Executive Officer, and you will be overall responsible for the teams in our children and youth work.

Key Result Areas

  1. Strategic Initiatives

  2. Lead the review and development of strategic priorities and plans for the Service Group, in consultation with CEO and fellow members of the Senior Management Team.

  3. Oversee the development of relevant practice and competency frameworks, service standards, performance indicators and operating guidelines.

  4. Oversee the evaluation of the services and practices provided by the Service Group and identify areas of development
  5. Oversee the review and development of programme and center-specific plans and targets to ensure that the Service Group can accomplish its objectives in alignment with Care Corner's vision and mission
  6. Lead change management efforts so that the Service Group can accomplish its objectives in alignment with Care Corner's vision and mission
  7. Ensure overall compliance with governance guidelines and regulations

  8. Operational Efficiency and Resource Management

  9. Lead efforts to ensure that the operation of the Service Group runs efficiently and effectively while taking into account the quality of services provided.

  10. Ensure proper allocation of resources within the Service Group while taking into account the competing priorities of Care Corner as a whole.

  11. Lead efforts to develop the infrastructure and relevant resources including volunteer capability building, fundraising and business development initiatives so as to fulfil the present and future needs of the Service Group.

  12. Lead efforts to formulate the manpower plans for the Service Group while taking into account the recurring cost of operations.

  13. Lead efforts to identify and assess issues that can impact the efficiency and cost effectiveness of the Service Group and thereafter put in place relevant measures.

  14. Organisation and Capability Development

  15. Provide guidance and support to the heads and teams of the Service Group, ensuring that they are able to do their best work in engaging with their assigned tasks and stakeholders.

  16. Oversee the assessment of developmental needs and expertise required of the Service Group and partner closely with relevant corporate functions (e.g. People & OD) to ensure relevant developmental initiatives for staff are in place.

  17. Collaboration

  18. Engage with relevant parties (eg.

    Government agencies and ministries) on matters relating to the provision of services and programmes offered by the Service Group.

  19. Partner with relevant social service agencies in the development and delivery of services and programmes, while taking into account the different agendas, directions and operating models.

  20. Facilitate collaboration across Service Groups and/or with other agencies to the development and delivery of services and programmes that are integrated with the service-user experience in mind.

  21. Serve as a Member of the Senior Management Team (SMT)

  22. Serve as an active member of the Senior Management Team (SMT) in vision casting, strategic planning and stewarding the health & effectiveness of the organisation.

  23. Actively participate in and contribute to SMT meetings and other SMT activities.

  24. Provide Service Group reports on 'Children and Youth Services' to the SMT, the Board, and other partners and stakeholders as required.

  25. Serve as a representative of Care Corner to our stakeholders and partners, and where appropriate, lead or participate in internal or external working groups, task forces, panels and/or committees.

Qualifications

  • Should have more than 10 years of experience in a Senior Management capacity and preferably 3-5 years in social service sector or healthcare prefererable.

    Should have managed and lead functions, department, large teams (50+ people), process and strategies.

  • Demonstrated experience in service leadership and effective strategic thinking and decision-making capabilities in current or previous roles.

  • Able to influence and develop rapport with ease across a broad range of stakeholders (public, private and corporate sector) and communicate with clarity, conviction and confidence.

  • Able to engage stakeholders, corporate and community partners, fostering trust and alignment.
