(KSL) was incorporated as a Company Limited by Guarantee (CLG) under the Ministry of Social and Family Development (MSF) in September 2020 to implement the KidSTART programme nationwide.
The KidSTART programme provides upstream support to children from low‑income families in the areas of early childhood development, health and social support.
Description
You will join the Data, IT and Systems (DIS) team to grow KSL into a data‑mature organisation with advanced digital capabilities.
As the Digital Systems Manager within the DIS department, you will work closely with other departments in the organisation, engage stakeholders across Government and non‑Government agencies, and work closely with senior management to forecast and anticipate evolving the organisation’s digital and data needs.
Key Responsibilities
- Provide system project management and technical support to KSL and partner agency business users for a critical case management system to ensure smooth functioning and operations
- Collaborate with users and lead requirements gathering, solutioning and user acceptance testing for any case management system enhancements
- Work closely with contractors to prioritise and implement system fixes and ensure accurate documentation
- Develop and review policies to govern systems in KSL and ensure data governance standards are met across all systems
- Identify opportunities for new systems or integrating systems for greater productivity and give input on project planning and product development
- Develop and implement an organisational functional competency framework for digital and data skills, ensuring that staff have the necessary training and support to use digital systems effectively
Qualifications
- Degree in Statistics, Data Analytics, or Data Science or related fields
- Self‑motivated, resourceful, and meticulous with the ability to work independently and in teams
- Strong project management, planning, time management, and organisational skills
- At least 3 years of work experience in systems projects, data analytics, data governance or data analytics
- Strong analytical, assessment and problem‑solving abilities with a keen eye for detail
- Strong command of written and spoken English, with the ability to communicate ideas, data, concepts and outcomes of analysis clearly to business users
- Project management certification (e.g. PMP, PRINCE2, ITIL4, Agile) is advantageous
