We are seeking a Civil Engineer cum Technical Controller to join our dynamic and growing team in the renewable energy sector.
This hybrid role encompasses both hands-on civil engineering responsibilities and the oversight duties of a Technical Controller, ensuring that engineering works across our renewable energy and energy storage projects meet regulatory, design, and safety standards.
You will collaborate closely with Civil & Structural (C&S) consultants, coordinate with internal and external stakeholders, and act as the key technical authority to ensure regulatory compliance and engineering excellence across all stages of project execution.
Key Responsibilities:

Technical Controller Responsibilities:
- Serve as the appointed Technical Controller to ensure that all engineering designs and construction works comply with regulatory requirements under the Building Control Act.
- Review, endorse, and ensure adequacy and accuracy of technical submissions, calculations, and drawings.
- Provide technical oversight for submissions to the Building and Construction Authority (BCA), SCDF, and other relevant regulatory agencies.
- Ensure quality assurance and control over engineering deliverables from both internal teams and external consultants.

Civil Engineering & Design:
- Participate in the design and development of civil engineering works for renewable energy and energy storage projects, including infrastructure, site access, drainage, earthworks, and foundations.
- Liaise with Civil & Structural (C&S) consultants to develop structural schemes, perform design reviews, and validate engineering analyses to ensure compliance with project specifications and industry standards.

Project Oversight and Compliance:
- Oversee and review civil engineering elements throughout the project lifecycle — from design to construction — ensuring adherence to BCA regulations, SCDF requirements, and company safety protocols.
- Conduct site inspections and audits to ensure construction activities are carried out in accordance with approved plans and safety requirements.

Stakeholder Coordination:
- Act as a key technical liaison between clients, consultants, contractors, authorities, and internal teams.
- Coordinate technical matters to ensure smooth communication, project alignment, and timely delivery of engineering milestones.

Documentation and Reporting:
- Prepare, review, and approve technical documentation such as engineering reports, method statements, calculations, and drawings.
- Maintain accurate records for audit and regulatory purposes and support submission processes to relevant authorities.

Meetings & Site Support:
- Attend project meetings and site visits, providing expert input and resolving civil/structural challenges on-site.
- Support site teams in resolving technical issues promptly and effectively.
Requirements:
- Education: Minimum Bachelor Degree in construction-related field.
Construction-related field means the field of architecture, civil or structural engineering, mechanical or electrical engineering, construction or project management, quantity surveying or building science, facilities or estate management.
- Experience: At least 5 years of practical experience in execution of construction projects after obtaining Bachelor Degree.
Prior experience in renewable energy projects or acting as Technical Controller is advantageous.
- Regulatory Knowledge: Strong understanding of local construction regulations, BCA, SCDF, and workplace safety requirements.
- Technical Controller Eligibility: Must meet BCA's criteria to be registered or appointed as a Technical Controller.
- Qualifications (Preferred): Specialist Diploma in Construction Productivity (SDCP) is a plus.
- Software Proficiency: Proficient in Microsoft Office and civil engineering tools such as AutoCAD, Revit, and Civil 3D.
- Languages: Fluent in both English and Mandarin (spoken and written) to liaise effectively with stakeholders in Singapore and China.
- Travel: Willing to travel overseas (including China and other project sites in Asia) for training or project execution.
