The Engineer supports the safe, efficient, and reliable operation of the storage terminal through effective project management, maintenance coordination, and process improvement.
This role encompasses planning and execution of engineering projects, development of SOPs and maintenance procedures, and implementation of systems and data management tools to enhance terminal reliability, compliance, and operational efficiency.
Qualifications
1.
Project Management
- Plan, manage, and execute terminal projects covering infrastructure upgrades, system enhancements, and process improvement initiatives.
- Prepare project documentation including technical specifications, scope of work, and RFQs; evaluate vendor proposals and ensure adherence to budget, schedule, and safety standards.
- Coordinate with consultants, contractors, and internal stakeholders to maintain technical integrity and compliance with regulatory requirements.
- Support project commissioning, documentation handover, and post-implementation reviews to capture lessons learned and drive continuous improvement.
2.
Operations, Maintenance & Process Improvement
- Coordinate and monitor preventive and corrective maintenance activities to ensure equipment reliability and operational efficiency.
- Track inspection schedules, certification renewals, and completion of planned maintenance works.
- Conduct field checks on vendor works to ensure safety, quality, and procedural compliance.
- Manage asset data within the Maximo system, ensuring accuracy and completeness for all terminal assets.
- Support procurement activities, including creation of purchase requests and goods receipts, and maintain inventory of critical spares in collaboration with the P&C team.
- Participate in troubleshooting, root cause analysis, and reliability improvement for tankage, piping, instrumentation, and utility systems.

Compliance & Continuous Improvement
- Develop, review, and maintain Standard Operating Procedures (SOPs), Method Statements, and Risk Assessments for terminal operations and maintenance.
- Ensure personnel competency and compliance with statutory and company requirements (e.g. SCDF, MPA, API).
- Participate in audits and support the closure of findings through corrective and preventive measures.
- Drive digitalisation and automation initiatives such as predictive maintenance and data-driven scheduling to enhance operational performance.
Qualifications & Experience
- Bachelor's Degree in Mechanical, Chemical, or Industrial Engineering (or equivalent).
- Ideally 3-6 years' experience in oil, chemical, or fuel storage terminal operations or maintenance.
Fresh graduates with good development potential may also be considered.
- Working knowledge of project management tools (e.g. MS Project, Primavera) and asset management systems (preferably Maximo).
- Familiarity with Singapore regulatory frameworks and industry standards (API, ASME, NFPA, SS).
- Experience in process documentation, HAZOP, and Management of Change (MOC) processes.
