ALPS - a subsidiary of SingHealth, was set up in 2018 as part of Ministry of Health's (MOH) strategic thrust in delivering value-based supply chain solutions to public healthcare.
As the public healthcare supply chain agency, we design and execute a national level end-to-end supply chain blueprint in partnership with 27 Public Healthcare Institutions (PHIs) in Singapore.

About The Role
The role leads the data & digitization of procurement processes, focusing on automation, data-driven decision making and technology adoption.
The team will be responsible for analyzing procurement data, identifying cost savings opporunities, supporting digital transformation initiatives in the procurement functions.
Key Responsibilities
- Spearhead the digital transformation of procurement processes and systems, leverage automation and data-driven insights to optimize efficiency and effectiveness to optimally support the business objectives.
- Develop and implement comprehensive procurement framework and governance structure that aligns with the organization's strategy, ensuring procurement compliance.
- Utiliize data analytics and business intelligence tools to analyze procurement data, identify trendsm and generate actionable insights to inform decision making and drive continuous improvement.
- Be a Subject Matter Expert at Procure-To-Pay; Sourcing-To-Contract or Supplier Enablement tools and processes including SAP S/4 HANA, SAP Ariba and digital procurement tools.
- Be the Business Lead in terms of any new projects and system enchancements while liaising with key vendors on pre and post implementation reviews.
- Staying aligned with up-to-date procurement regulations and market trends, with the key objective of enabling effective alternative sourcing workflow when required.
- Ensure visibility into supply chain risks while cultiivating strategic alliances with key suppliers to secure favorable pricing and terms to enhance financial performance.
Requirements
- Bachelor's Degree with at least 7-10years of relevant experience in end-to-end Procurement or Strategic Sourcing role with a good understanding of the implementation of ERP systems(SAP Ariba/S4 Hana).
- Proven track records in acquired solution-oriented mindset to manage complex negotiations and contracts management.
- Strong critical thinking, analytical and project management skills.
- Good verbal and written communication skills.
- Proficient in MS Office
- Strong interpersonal and communication skills to relay and drive process improvements across key stakeholders
