Responsibilities
Reporting to the Assistant Director (In‑Employment Upgrading and Job Redesign), you will join the Workforce Development cluster in PSD.
As Executive / Senior Executive / Manager (In‑Employment Upgrading and Job Redesign), you will develop and implement workforce development policies and strategies to help public agencies transform their workforce to be more future‑ready.
The role involves a mix of operations and policy work, including writing policy papers and notes of meetings, as well as reviewing and developing workforce strategies.
You will also play a key role in leveraging technology‑enabled platforms to enhance career development opportunities and drive active engagement in workforce transformation initiatives.
- Develop policy papers and strategic frameworks for workforce development initiatives across the Public Service, including analysis of workforce trends to provide evidence‑based recommendations and integration of digital career development tools.
- Manage relationships with key stakeholders across public agencies to understand their business needs and workforce challenges, developing targeted solutions and strategies to enhance existing workforce development policies and programmes.
- Support agencies in strategic workforce planning by identifying workforce needs, assessing operating landscapes, and translating these into concrete implementation plans at the whole‑of‑government or sectoral level.
- Work with training providers and agencies to assess learning needs, design and implement upskilling programmes, and evaluate their effectiveness, including managing programme metrics and stakeholder feedback.
- Lead cross‑agency workforce development projects and partnerships, coordinating with external stakeholders such as training providers and educational institutions to deliver relevant training programmes and career development initiatives.
Support the implementation of technology‑enabled solutions, manage platform vendor relationships to resolve complex issues, and monitor key performance indicators including system utilisation, user satisfaction, and skills demand trends.
Key Competencies
- Working effectively with citizens and stakeholders: can mobilise stakeholders to act and deliver outcomes, creating and promoting opportunities for collaboration across organisational boundaries.
- Analytics: comfortable synthesising large amounts of quantitative and qualitative information to derive trends and provide evidence‑based recommendations and insights.
- Thinking clearly and making sound judgments: strong analytical and critical thinking abilities; able to make sound and timely decisions, anticipating issues, identifying opportunities and appreciating implications.
Ideal Candidate
- At least 2 years of experience in strategy or policy work, preferably in the public service or management consulting.
- Experience in manpower or workforce planning, capability development, or HR strategy and operations preferred.
- Ability to work independently and manage multiple priorities and stakeholders.
- Strong communication, writing and presentation skills.
- Driven, curious, resourceful and agile.
