Job Title: Facilities Manager

Job Overview

We are seeking a seasoned BCA-certified Facilities Manager to oversee building management, taking full ownership of all building regulatory compliance and facilities management operations.

You will also be responsible for the strategic and operational management of our facilities, ensuring a safe, efficient, and optimal working environment that supports our printing, warehousing and distribution operations.

You will be the guardian of our building's value, ensuring it operates at peak performance while remaining compliant with statutory regulations at all times.

Your leadership will play a critical role in safeguarding our facilities, enhancing operational reliability, and creating a sustainable workplace that supports both our people and our long-term business goals.

**Key Responsibilities<

/strong>:

BCA & Regulatory Compliance

  • Act as the primary liaison with the Building and Construction Authority (BCA), Singapore Civil Defence Force (SCDF), National Environment Agency (NEA), and other relevant government agencies
  • Manage and ensure full compliance with all statutory requirements, including but not limited to:
  • Annual Fire Certificate (AFC)
    renewal and compliance
  • Periodic Structural Inspection
    for factories
  • Mechanical & Electrical (M&E) systems
    compliance

  • Lead the application, renewal, and management of all other necessary business and facilities licenses.

  • Prepare and submit all required documentation, plans, and reports to authorities in a timely and accurate manner
  • Stay abreast of all changes in Singapore's building, fire, safety, and environmental regulations and implement necessary changes

Facilities Management

  • Develop and implement a comprehensive facilities management strategy, including preventive and corrective maintenance programmes
  • Oversee the maintenance and operation of all building systems, including HVAC, electrical power distribution, compressed air, plumbing, water treatment, and building infrastructure
  • Manage critical infrastructure vital to printing operations, such as specialised ventilation, waste management systems, and power stability
  • Lead and manage a team of technicians and/or external vendors and service providers (e.g., for cleaning, security, pest control, landscaping)
  • Control the facilities budget, manage contracts, and ensure cost-effective delivery of services
  • Implement and drive energy conservation initiatives to reduce operational costs and environmental impact

Safety & Project Management

  • Champion Workplace Safety and Health (WSH) standards across the facility
  • Plan and manage facilities-related improvement and renovation projects from conception to completion, ensuring minimal disruption to production
  • Oversee space planning and optimisation initiatives

Requirements:

  • Bachelor degree / diploma in mechanical/electrical engineering, Facilities Management, or a related field
  • 8-10 years of proven experience in a facilities management role, with a strong emphasis on managing BCA and regulatory compliance for industrial buildings in Singapore
  • Experience in the manufacturing or printing industry is a significant advantage (understanding of plant utilities, environmental controls, etc.)
  • Strong technical knowledge of M&E systems, building services, and maintenance practices
  • In-depth knowledge of the Singapore Building Act, Fire Code, and other relevant legislation
  • Proven track record of successfully applying for and managing BCA permits and SCDF fire certificates
  • Excellent leadership, communication, and interpersonal skills to manage a team and liaise effectively with authorities and senior management
  • Proactive, meticulous, and highly organized with strong project management abilities
  • Certified Fire Safety Manager (FSM) certification is highly desirable
