Our client is a listed foreign company in the Manufacturing industry.
Their Singapore holding office is seeking a leader to oversee APAC finance and tax matters.
Work Experience
- Familiarity with communicating and liaising with Singapore government agencies such as EDB, IRAS, and ACRA
- At least 5 years of experience in finance, taxation, or general management within multinational companies
- Experience in International Headquarters (IHO) or Regional Headquarters (RHQ) setup, operations, and compliance in Singapore
Core Competencies
- Strong understanding of tax policies and regulatory frameworks across Singapore, Mainland China, and Malaysia, including compliance in cross-border fund flows and transfer pricing
- Knowledge of bilateral tax treaties and regional economic frameworks such as RCEP
- Familiarity with the application and compliance processes for Singapore's tax incentive schemes
- Understanding of A-share listed companies' disclosure and internal control requirements in China
- Capable of preparing project proposals, business plans, policy submissions, and tax planning documents
- Able to independently liaise with auditors, tax advisors, corporate secretaries, and other professional service providers in both China and Singapore
- Experienced in engaging directly with government agencies (EDB, IRAS, ACRA)
- Strong ability to support strategic execution, corporate governance, and management process improvement
- Competent in office administration, budgeting, and HR coordination, supporting both administrative and financial functions
Key Responsibilities
- Lead the overall planning and establishment of the Singapore International Operations Headquarters, including international tax planning
- Drive the application, management, and compliance of Singapore's tax incentive programs
- Oversee financial accounting processes across the Singapore HQ and Malaysia entity; coordinate with the China finance shared service center to meet listed company compliance requirements
- Manage budgeting, investment planning, and financial oversight for Singapore and Malaysia operations
- Serve as the main liaison with Singapore government bodies (EDB, IRAS, ACRA) and external professional firms (auditors, tax advisors, corporate secretaries)
- Supervise daily office administration, policy formulation, and operational management of the Singapore office
