The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore.
The HTxAI Products team is committed to empowering our Home Team Department (HTD)'s flagship projects through the seamless integration of AI technologies.
From identifying opportunities to delivery, launch, and continuous enhancement, HTxAI aims to push boundaries and set new standards in homeland security.
The Head, AI Software Engineering, is a technical manager who oversees the development of an array of HTxAI products and solutions to meet the business needs.
This is a technical role which includes managing a team of software, AI, DevSecOps and QA engineers.
Responsibilities:
Lead the software engineering, AI engineering, QA, and DevSecOps functions in a product team
Define engineering scope of work based on defined features and requirements and oversee the day-to-day development
Make technical decisions and advise the team on the technical architecture and software development approach to use, considering trade-offs between the approaches and mitigating known drawbacks
Integrate software engineering, AI engineering, QA and DevSecOps frameworks, guidelines and processes taking into account industry best practices, into software development activities
Define, implement and continuously improve software development processes within the team to ensure performance, reliability, and maintainability of released product features
Collaborate with both internal and external stakeholders to define and implement AI product features that meet their business needs
Guide the engineering team to write production-quality code and deliver products and solutions to end users
Manage team’s resources and work performance and match individual aspirations with stakeholders’ requirements
Foster a culture of learning, experimentation, and continuous improvement in the software engineering team
Keep abreast of new AI and software engineering practices and technologies, and continuously improve product team’s engineering internal workflow and practices
Requirements:
Bachelor’s/master’s degree in any of the following: Computer Engineering, Computer Science, or relevant areas
Min.
10 years of relevant professional work experience relating to software development including software engineering, AI engineering, DevSecOps or QA, with at least 6 years of hands-on experience
Min.
three years of experience in software development using Agile methodologies (e.g., Scrum and Kanban)
Min.
three years of experience in designing, developing, deploying, and maintaining software products using Docker and Kubernetes.
Min.
three years of experience working in cloud environment (AWS or Azure).
Experience with Government Commercial Cloud (GCC) environment will be advantageous.
A proven track record of people management (working with software, AI, QA, DevSecOps, or cloud engineers) and being able to develop individuals’ careers and motivation to achieve team outcomes
A proven track record of having developed and launched multiple products from conceptualization, prototyping, development, testing, production to Day 2 support
Good to have experience in AI/ML, data science and data analytics
Excellent written and verbal communication skills, with the ability to articulate product vision and strategy to internal and external stakeholders.
Strong analytical and prioritization skills
Ability to deal with uncertainty and adapt to changes, with the ability to pivot product strategy as customers’ needs or business strategies evolve
A deep passion for product development and motivated to build great products that bring value to users
Having domain knowledge in Homeland Security sector will be a bonus
All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
