HR & Admin Manager (Central/ Permanent Role/ Immediate)
Location: Central Area
5 Days work week

Responsibilities
Lead the end-to-end HR function covering recruitment, onboarding, performance management, employee engagement, compensation, and learning & development.
Ensure full compliance with statutory requirements, including those from MOM, CPF, IRAS (e.g., work pass applications, renewals, cancellations, tax clearances, IR8A/IR21 submissions).
Manage employee relations issues such as grievances and disciplinary actions, ensuring fairness and adherence to legal standards.
Develop, review, and update HR policies, SOPs, and the employee handbook in alignment with regulatory changes and industry best practices.
Supervise payroll processing and statutory reporting to ensure accuracy and timeliness.
Support manpower planning, budgeting, and succession planning to ensure long-term operational effectiveness.
Oversee administrative operations including office management, procurement, vendor coordination, and insurance renewals.
Coordinate and facilitate audits, inspections, and statutory submissions to government agencies.
Identify training and development needs, manage the L&D budget, and ensure completion of mandatory training programs.
Qualifications
Diploma / Degree in Human Resource Management, Business Administration, or a related field.
Minimum 8 years experience in relevant experiences,
experience in the construction or manufacturing sectors will be advantageous.
In-depth understanding of Singapore employment legislation, work pass regulations, and HR compliance standards.
Proven track record in handling end-to-end blue-collar recruitment and operational HR functions will be preferable.
Demonstrated ability to manage HR operations for large or diverse workforces, including foreign worker administration, payroll, claims, and leave management.
Strong communication and interpersonal skills with the ability to engage stakeholders across all levels.
Hands-on, pragmatic, and capable of balancing strategic leadership with operational execution.
Proficient in HRIS, payroll software, and Microsoft Office tools.
