Key Responsibilities
- Min 8 to 10 Years Experience in Human resource in Construction Industry.
- Develop and implement HR strategies aligned with construction project requirements.
- Manage end-to-end recruitment for skilled, semi-skilled, and foreign manpower (engineers, supervisors, tradesmen, general workers).
- Handle Work Permit, S-Pass, and Employment Pass applications in compliance with MOM (Singapore) regulations.
- Coordinate with manpower suppliers, subcontractors, and recruitment agencies (local & overseas).
- Oversee training, safety certifications, and compliance with MOM and WSH regulations.
- Implement employee welfare, grievance handling, and disciplinary procedures.
- Maintain HR records, payroll, and performance evaluation systems.
- Support Project Managers with workforce planning and deployment.
- Ensure compliance with labor laws, union requirements, and employment standards.
Skills & Competencies
- Strong knowledge of construction manpower requirements and regulations.
- Experience in bulk hiring (local & foreign workers).
- Familiarity with MOM regulations, safety training, and permits .
- Excellent people management, negotiation, and conflict resolution skills.
- HR certification (e.g., SHRM, CIPD, IHRP) preferred.
Qualifications
- Bachelor's Degree in Human Resource Management, Business Administration, or related field.
- 5+ years of HR experience, preferably in the construction or engineering sector .
- Proven track record in foreign manpower management and compliance handling .

- Novena
- 5 days a week Mon to Fri (8:30Am to 6:00Pm)
