Position Overview: The Human Resources and Administration Manager oversees the full spectrum of HR and administrative functions across both the clinical and salon divisions.
This role ensures smooth business operations by managing manpower planning, recruitment, employee relations, payroll, compliance, and general administration.
The position requires someone adaptable, people-oriented, and capable of balancing professionalism across both a regulated clinical environment and a service-driven salon setting.
Key Responsibilities:
1.
Human Resource Management
- Oversee full-cycle HR operations including recruitment, onboarding, performance management, and offboarding.
- Develop and implement HR policies and procedures in compliance with MOM and regulatory standards.
- Handle manpower planning, job descriptions, and succession planning to meet the staffing needs of both clinical and salon teams.
- Manage payroll processing, compensation and benefits, and ensure accuracy in attendance and leave management systems.
- Conduct and support performance appraisals, training, and development programs to enhance staff competency.
- Oversee employee relations including grievances, disciplinary actions, and conflict resolution to ensure a positive work culture.
- Support foreign manpower administration, including work pass applications, renewals, and quota management.

Administrative Management
- Supervise general office administration, procurement, maintenance, and service contracts.
- Ensure efficient management of licensing, renewals, insurance policies, and company documentation.
- Oversee clinic and salon operational support, including staff scheduling, front-desk coordination, and facility upkeep.
- Manage inventory and supply chain processes for both medical consumables and salon products.
- Coordinate logistics for meetings, company events, and employee engagement activities.

Compliance & Governance
- Ensure compliance with Ministry of Manpower (MOM), Ministry of Health (MOH), and other statutory requirements relevant to the clinic and salon operations.
- Maintain and update HR documentation, including employment contracts, staff files, and confidentiality agreements.
- Implement and enforce workplace safety and health policies, especially in clinical and salon treatment areas.

Strategic & Leadership Responsibilities
- Partner with management to develop and execute HR strategies that align with business goals.
- Provide HR advisory support to line managers and supervisors on people-related matters.
- Lead and motivate the HR & Admin team to deliver high service standards.
- Contribute to organizational culture building, employee engagement, and retention strategies.
Requirements:
- Bachelor's degree in Human Resource Management, Business Administration, or related discipline.
- Minimum 5 years of relevant HR and administrative experience, preferably in clinical, healthcare, beauty, or service industries.
- Strong knowledge of Employment Act, HR practices, and local labor regulations.
- Excellent communication, interpersonal, and problem-solving skills.
- Highly organized, detail-oriented, and able to multitask in a fast-paced environment.
- Proficient in MS Office and HRIS / payroll software (e.g., Info-Tech, or similar).
Preferred Attributes:
- Experience handling both frontline (service) and clinical staff.
- Familiar with MOH licensing requirements and salon/beauty industry operational needs.
