L&D Specialist (Government Service and Operations Management Topics)

This position will start off as a 1‐year contract and is convertible to permanent.
Location:
Civil Service College (CSC), near Buona Vista MRT
Duties:
Manage a portfolio of programmes to build service, compliance, and enforcement capabilities in the Public Service.
Develop and manage learning interventions for the public sector (e.g., identify learning needs, develop competency frameworks and curriculum, etc.) in service, compliance and enforcement.
Project‐manage the development of programmes and other workstreams, including managing stakeholders, business processes, budget and timelines to support effective delivery of learning interventions.
Develop and deliver suitable online, blended and classroom learning interventions (e.g., identifying learning needs, developing curriculum and training materials, organising learning events), including overseas learning trips.
Review and improve existing learning interventions.
Partner with subject‐matter experts to develop learning outcomes, curriculum, and learning resources (e.g., e‐learning, podcasts, videos, toolkits, case studies, role play, etc.).
Design and facilitate learning sessions, discussions and learning activities in programmes and workshops.
Evaluate the effectiveness of learning interventions at individual learner and/or organisational levels, and provide recommendations for improvement.
Contribute to market intelligence gathering and research in L&D to keep learning interventions abreast of future trends and relevant to learners.
Lead, manage and/or contribute to consultancy projects (including L&D, competency framework development, human‐centred design, service culture) with public agencies to support their transformation efforts and/or developmental plans.
Working Hour:
Monday to Thursday: 8.30 am to 6 pm, Friday: 8.30 am to 5.30 pm
