Be the Agile Advocate and Business domain capability champion for the Agency
Reporting to the Head (Agile Development), the jobholder will exploit digital technologies and build HTX's IT products within Agile framework across the Ministry of Home Affairs.

What you will be working on

The job-holder will be responsible for the following:
• Present clear recommendations and clear understanding of risks, outcomes and trade-offs to facilitate stakeholder in making business decisions.
• Facilitate and Support Agile ceremonies in collaboration with the Agile Development Team.
• Experience in agile development and scrum processes for ICT project implementation
• Design Thinking / Service Design methodology and tools to develop and execute the approach to derive current state gaps and challenges, and future state design and solutions
• Partner with business work units to elicit business needs and discover pain-points through human-centric, visual methods such as service journeys and to assist to develop the appropriate business case
• Support with Product Owner to articulate their requirements and refine product backlog
• Partner with business teams to put up a business proposal to seek funding for the development of the project
• Work with project teams to develop / assist to develop user stories, to develop / review functional/technical specifications and acceptance criteria
• Work with the scrum teams to ensure successful delivery of product within timeline
• Collaborate with project teams, technical teams and stakeholders to map current ('As-Is') and future ('To-Be') process flows and to maintain up-to-date ecosystem process maps within the Agency
• Analyse impact of requested changes and propose improvements to continuously address changing business needs

What we are looking for


• 5 years of experience in Project Management.
• Experienced in managing and implementing Agile projects.
• Hands-on experience in managing full project development life cycles (optional)
Advantageous to have:
- Consulting or Business Analysis experience
- Business Analysis certification: Certified Business Analysis Professional (CBAP), Certification of Competency in Business Analysis (CCBA)
- Certified SCRUM Master
- Certified Product Owner (optional)
All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
• Strong analytical, conceptualisation and problem-solving skills
• Ability to take a broad, strategic perspective as well as drill deep to understand business needs and challenges
• Results and customer oriented
• Team player with strong organization and people handling skills
• Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders
