Lead/ Engineer assists the Deputy Director/Head to oversee the implementation and sustainment of enterprise ICT/IoT systems with alignment to IM8 requirements and other WOG/MHA directives to enhance the operational readiness of our Home Team Departments (HTDs) assets, which comprise Marine, Vehicle, Specialised Systems and Weapon Systems & Ammunition.
What You Will Be Working On
Oversee the planning, implementation, and sustainment of the MHQ’s ICT System, working closely with stakeholders including Home Team Departments (HTDs) project managers and IT solution providers/vendors.
Consolidate requirements, obtain approval for project requirements, and ensure timely project delivery within the committed schedule and budget, escalating issues to management as needed.
Identify potential project risks early and assess implications to the organisation and project; recommend mitigating measures to manage risks and minimise delays.
Provide regular updates to WOG/MHA/HTX management on project progress and manage project risks effectively.
Ensure successful integration and testing of all hardware and software components so the system is delivered according to user requirements.
Prepare technical documents such as technical specifications (for tenders), system design documents, technical interface agreements, and various test plans/reports as required.
Manage and ensure the operational efficiency of the ICT Systems, including vendor compliance, hardware/software updates, and budget management, while addressing cybersecurity audit findings and enforcing government-mandated ICT security measures.
Monitor and report on the system during maintenance phase (monthly meetings, written reports, ad-hoc reporting, etc.).
Problem/issue management and Change management.
Ensure systems compliance with GovTech and MHA Security Policies and audit requirements.
What We Are Looking For
Tertiary qualification in Engineering/Computer Science/Information Technology or relevant disciplines.
Preferably 3-5 years of relevant working experience.
Past experience delivering systems and software products.
Strong interest in project management, technologies and innovation.
Good analytical, interpersonal, collaboration, communications, and facilitation skills.
Experience in project management areas such as Cloud Computing, Agile Methodologies, Data Analytics, Service Design/Design Thinking, and low-code development platforms is an advantage.
Certification in Project Management and Enterprise Architecture is an advantage.
Familiarity with the Home Team environment is an advantage.
All new hires are appointed on a two-year contract in the first instance and will be assessed for permanent tenure based on performance.
