Job Purpose
The jobholder is the Subject Matter Expert for Network System Maintenance (NSM) for both Building and Facilities (B&F) and Permanent Way (Pway) on scope related to asset management which covers business processes & life cycle management.
These critical business processes include budget, contracting, condition monitoring, predictive maintenance, ensure compliance of appropriate inspection, maintenance activity, or repair to deliver performance, mean-time-between-failures (MTBF), mean-time-to-repair (MTTR), and cost control.

Responsibilities
The jobholder is the Manager for NSM System and is accountable to Senior Manager, System Management (NSM) for holistic system management of NSM system in the SMRT TRAINS from acquisition-to-retirement.
The roles and responsibilities shall include but not limited to the following areas:
Integrated Induction & Retirement Programs.
As retirement programs often take place alongside another new system's induction, the jobholder is required to work with the Project Team in ensuring seamless renewal through tightly integrated induction and retirement plans.
The jobholder will support the BUs on Project Justification Papers (PJP) and Master Replacement Program (MRP) requirements.
The jobholder will strategize and drive the development of the Integrated Product Support Plan with the Project Team.
Supply Chain Management The jobholder is responsible for the overall fleet sustainability of NSM system in the SMRT TRAINS.
In this regard, the jobholder is expected to oversee resource planning to optimize the system availability by maintaining a holistic overview of the supply chain requirement.
In addition, as the fleet ages, the jobholder will also work with the SMRT BUs to develop obsolescence management strategies to ensure sustainable support for the intended service life.
Projects/Acquisition Programs.
The jobholder will spearhead the development of Integrated Product Support Plan for all NSM Systems projects or acquisition programs.
The jobholder is expected to ensure the holistic planning and management of Transport & Trainer platform induction through the Life Cycle Management framework.
Contract Negotiation & Management.
As the System Manager for NSM System in the SMRT TRAINS, the jobholder is expected to participate in major contract negotiations for outsourcing, repair, and logistics support.
In this regard, the jobholder is expected to possess expertise and experience in understanding the principles behind various contracting mechanisms such as Performance-Based Contacting (PBL) also known as Long-Term Service Support (LTSS) and Framework Agreements.
To effectively strategies and negotiate best value for the SMRT TRAINS, the jobholder must also possess strong inter-personal skills to influence and shape collaborative relationships with the Original Equipment Manufacturers (OEMs).
Outsourcing Programs.
The jobholder will explore and shape potential cost-effective options for the management and support of the NSM system in the SMRT TRAINS.
Where feasible and cost-effective to do so, the jobholder will shape and oversee the holistic development and transition of outsourcing programs.
The jobholder is expected to advise Maintenance Management Requirement Committee (MMRC) on the sustainability of contracted capabilities through effective and robust contractual arrangements.
Budget Control.
The jobholder monitors and analyses to support management and NSM system in SMRT Trains regarding budgeting policies and procedures and efficient control and utilization of financial resources.
