As Asst Manager of Strategic Planning and Engagement, you will be a part of a high performing, dynamic and important team of people that work cross-functionally across strategy development and industry engagement.
The team?s mission is to position NSCC Singapore as a National Research Infrastructure (NRI) that support key national R&D programmes and research projects to achieve significant economic outcomes and scientific imperatives for Singapore.

Key Areas of Responsibility:
SRA Policy Implementation and Compliance: a.
Implement and ensure policy is communicated to research offices, research performers by taking ownership of all channels (e.g. updating website, project portal, e-mailers, emails) in accordance with the planned Call for Projects schedule.

Implement workflows and SOP in accordance with policy.
i)SRAC meetings and approvals ii) Call for Project Application Process iii) Project Onboarding iv) Membership Change v) Account Creation vi) Resource Adjustment vii) Project Closure.
c.
Manage day-to-day research performers requests and queries (responding within 3 working days).
Call for Projects Implementation a.
Execute Call for Projects administration (including managing applications, LOA issuance, Quarterly projections, and Onboarding) according to schedule.
Utilisation Rate Management a.
Implement monthly utilisation rate tracking reports (dashboards with Excel or PowerBI) for management reporting b.
Provide a structured summary of utilisation performance by orgs and share with respective ROs during monthly engagement sessions, and provide recommendations to improve user experience (such as analysing feedback from research performers requests and providing suggestions to better manage the requests to improve work processes)
User Support a.
Ensure that research performers?
requests for support are met on time.
Maintain a minimum 75% user satisfaction (NSCC User Satisfaction Survey).
Be able to identify and initiate process improvement to enhance user experiences based on feedback collected.
Stakeholder Engagement a.
Able to independently lead monthly engagement sessions with ROs to update them on the call for projects, research performers project utilisation status and improve familiarisation of SRA policy and overall administration of resource allocation processes b.
Identify issues from RO feedback and be able to identify and initiate solutions to resolve issues raised.
Automation of Project Administration and Management a.
Automation of Project Resource Administration and Management based on the user journey from account creation, call for project application, project management and billing process.
Aiming to: i) Streamline user touchpoints and improve the user satisfaction score after the roll out of the project portal.
ii) Improve efficiency and accuracy by reducing min 50% or more time spent on resource administration and management.
iii) Meet policy compliance and governance
Support NSCC-wide events a.Contribute and support NSCC-wide events.Qualification & Field of Study
Bachelor degree in Business Analytics/ Business Administration or equivalentMin.
Years of Experience
Minimum 3 years of experience in business analytics and/or administration and/or project management experience, with a background or interest in IT and/or grant call administration.Other Requirements
Strong organisational, planning, and prioritisation skills.
Strong analytical skills with the ability to analyse complex issues and convey concise, clear accounts of information.
Ability to work independently with minimum supervision
Self-motivated and willing to learn, adapt, change, and grow as a professional.
Experience in the administration of research grant calls, government agencies engagements, and the high-tech sector will be an advantage.
