What the role is

MANAGER / DEPUTY / ASSISTANT MANAGER, POLICY (RAIL FINANCING, INVESTMENT AND GOVERNANCE)

What you will be working on

We are seeking a dynamic, motivated and experienced individual with strong analytical and communication skills to join the Rail Financing, Investment and Governance Division in the Policy Sub-Group.

The Rail Financing, Investment and Governance Division plays a key role in formulating strategies and policies for our rail industry.

The division's responsibilities include:

  • Formulating financing and asset investment policies for Singapore's expanding rail network to ensure long term financial sustainability.

    This would include the setting up and review of processes under new rail financing framework for proper budgeting and timely approvals and reimbursement of funds for rail assets throughout entire life-cycle of rail system.

  • Formulating the licensing approach for rail lines to ensure alignment of strategic interests between LTA and rail operators with regard to rail financing and governance.

    This includes reviewing legislative changes to support regulatory framework of rail lines.

  • Carrying out robust financial modelling of Rail System Financials to support policy decision making including the setting up and review of processes for monitoring and reviewing of Rail System indicators.

As part of this portfolio, you will be required to work closely with stakeholders in LTA, the Ministry of Transport, other government agencies as well as rail operators on the development and implementation of projects.

What we are looking for

  • Knowledge in any discipline, preferably in Economics, Engineering or Science/ Social Science discipline.

  • Possess the drive and resourcefulness to produce innovative solutions to address policy issues.

  • Excellent analytical, communication and interpersonal skills
  • Ability to think critically, write and present thoughts concisely.

  • Team player who is highly adaptable and able to work independently
  • Competent in MS Office applications especially Word, Powerpoint and Excel.

  • Knowledge or experience in finance and data analytics software will be an advantage
