Title: Manager, Project Costing (3 Year Contract)

We are looking for a detail-oriented and proactive professional to manage project cost and procurement activities for our expansion projects.
In this role, you will be involved in preparing budgets, monitoring project expenses, managing tenders and contracts, and ensuring compliance with corporate governance policies.
You will also play a key part in driving process improvements, supporting ERP system implementation, and working closely with both internal teams and external partners to deliver projects effectively and cost-efficiently.
Job Responsibilities
Coordinate with the relevant internal & external stakeholders on the formulation of overall development budget for Management’s approval, which includes construction cost, consultancy fees, content related cost, and other pre-opening cost.
Preparation of construction and renovation cost database and review of the construction cost trend in Singapore.
Preparation of Monthly Project Cost Report to update the Management on the expenditure-to-date and provide regular update on the project cashflow projection.
Manage the tender and procurement process for consultancy/construction/renovation works and ensure services are evaluated and procured in a fair and transparent manner.
Propose value engineering whenever necessary to ensure cost optimization.
Manage the post award processes including assessment of monthly progress payment, evaluation of variation order, closure of final account and provide support on dispute resolution (if any)
Support in developing internal policies and work instructions and propose on process improvements for project related procedures.
Provide periodic training on corporate governance matters when necessary.
Conduct periodic independent internal audit review on minor renovation projects in existing resort to ensure compliance with corporate policies.
Coordinate with relevant finance stakeholders on payment matters, asset capitalization and tax matters.
Support in the development of new ERP system (for Project Costing) based on the projects requirements, integration with other relevant systems and implementation.
Coordinate with external/internal auditors on audit matters and provide recommendations (if any).
Job Requirements
Degree in Quantity Surveying or related disciplines.
Extensive experience (10 or more years) in cost estimation, project tender/award, post-contract administration, and closure of final accounts.
Experience in hospitality, commercial, mixed development, or major A&A projects would be an advantage.
Familiarity with ERP systems is an added advantage.
Strong analytical and communication skills; meticulous, proactive, and able to work both independently and collaboratively in a diverse, fast-paced environment
Skills
Strong expertise in cost estimation, project tendering/award, contract administration, and final account closure.
Familiarity with hospitality, commercial, mixed development, or A&A projects.
Knowledge of ERP systems is an advantage.
Strong analytical, communication, and stakeholder management skills.
Meticulous, proactive, and able to work both independently and in a fast-paced, team-oriented environment.
