What the role is
The Smart Nation Group – Digital Government (SNDG), under the Prime Minister's Office (PMO) and administratively managed by the Ministry of Digital Development and Information (MDDI), plans and prioritizes key Smart Nation and digital government projects, raises the standards of Government ICT and services, builds long-term capabilities for the public sector, and promotes adoption and participation in digital and smart innovations.
It takes a whole-of-nation effort, and we will actively engage the public, the industry and fellow agencies as we build a Smart Nation together.
Join the Smart Nation and Digital Government's Technology & Capability Division to shape digital capabilities across the Whole-of-Government (WOG).
This role offers an exciting opportunity to impact Singapore's digital transformation.
Reporting to the Assistant Director, you'll support capability building across WOG to improve public services and serve as WOG's thought leader in cutting-edge capability development.
This involves researching trends, sharing insights, and influencing digital capability building.
What you will be working on
As a driver of capability building and a thought leader for WOG, you will:
• Conduct research and analysis on emerging technology and industry trends and how they may impact the government.
• Support and follow up on the policies to enhance ICT&SS capabilities across government, for example on areas such as modernization efforts, governance, procurement, resourcing, and funding.
• Prepare and present policy briefs, reports, and recommendations to senior leadership on capability building progress.
• Collaborate with GovTech and other agencies to identify and implement essential capabilities for agency modernization, including resourcing needs.
• Conduct regular assessments of government digital capabilities, identifying improvement areas.
• Liaise with industry and academia to stay updated on digital transformation best practices, bringing valuable insights to WOG.
• Contribute to a long-term vision and strategy for digital capabilities within the Singapore government, anticipating future needs and trends.
What we are looking for
Requirements:
• Bachelor's degree in Computer Science, Information Systems, Public Policy, or Business Administration, or related fields.
• Strong awareness of and curiosity about digital technologies relevant to government operations and smart nation initiatives (e.g. cloud, AI, SaaS).
• Good written and verbal communication skills to explain technical subjects to both technical and non-technical audiences.
• Possess leadership and interpersonal skills to influence across various stakeholders and carry out change management.
• Proven ability to plan and successfully implement them, demonstrating both visionary thinking and practical execution skills.
• Excellent written and verbal communication skills.
• Analytical mindset with the capacity to interpret data and trends to inform strategies and decision-making.
• Demonstrate 5 or more years of experience in roles focused on strategic planning, policy analysis, technology or stakeholder management, ideally within the public sector or related industries.
