NTUC LearningHub is seeking a passionate and strategic Product Manager to lead the development and management of selected* Critical Core Skills (CCS) offerings.

This portfolio includes essential employability and business competencies such as communication, collaboration, problem-solving, adaptability, and customer-centricity.

These skills form the foundation of workforce agility and are key to personal effectiveness across all sectors.

The Product Manager will be responsible for the end-to-end product lifecycle, from research and ideation to design, execution, and evaluation of learning solutions.

These offerings are primarily delivered under SkillsFuture Singapore (SSG)-funded frameworks, and a deep understanding of regulatory requirements and funding structures is essential.

The ideal candidate should have a strong background in adult education, business skills training, or learning product development, and a sharp focus on learner impact, funding alignment, and employer relevance.

This is an individual contributor role with significant cross-functional engagement and direct responsibility for driving product innovation and portfolio impact.

*Note: This role does not cover CCS areas related to Thinking Skills, Coaching, Leadership, or HR-specific competencies.

Revenue and Profitability Management:

  • Develop and manage budgets for product categories, focusing on both top-line (revenue) and bottom-line (profitability) performance.

  • Monitor performance against financial targets and recommend course-level adjustments to optimise enrolment and profitability, ensuring alignment with overall business goals.

Portfolio Management:

  • Lead end-to-end management of a large CCS portfolio, ensuring its relevance and quality.

  • Curate and develop courses aligned with SkillsFuture funding frameworks and evolving workforce priorities — including business transformation, customer centricity, workplace effectiveness, and awareness of technologies such as AI.

    Champion the responsible integration of AI concepts and tools into course design where relevant, ensuring alignment with modern workplace practices while maintaining the integrity of learning outcomes.

  • Conduct regular reviews of product performance to optimize product availability and alignment with learners' needs.

    Use data-driven insights to make strategic and timely decisions on new courses, course updates, enhancements, or retirements.

  • Conduct regular, comprehensive market research and competitive analysis to identify gaps and opportunities in the product offerings.

  • Ensure smooth execution of product delivery (especially funded products) by coordinating with internal teams and external partners to maintain high standards of content quality and learner satisfaction.

    Address any operational issues promptly to minimize disruptions and enhance the overall learning experience.

  • Create long-term strategies for product offerings, including positioning, pricing, and promotional tactics to maximize sales and profitability.

    Develop actionable plans that support the growth and success of the product portfolio.

  • Monitor regulatory and policy developments (i.e. SSG) and translate them into portfolio updates or strategy pivots.

Stakeholder Management:

  • Build and maintain strong relationships with partners and content providers to negotiate favorable commercial terms, ensuring high-quality product content and timely delivery.

  • Work closely with internal teams such as training unit, sales, operations and marketing to align product strategies with overall business objectives.

    Ensure cohesive execution of product initiatives and campaigns.

  • Evaluate potential funding opportunities and partnerships with government agencies, and partners to ensure alignment with product development goals that meet current and emerging workplace needs.

    Assess partner contributions and develop funding applications to support business expansion.

Requirements

  • Bachelor's degree in Business, Human Resources, or a related discipline.

  • Minimum 5 years of experience in product, curriculum, or programme management, ideally in education or adult training.

  • Proven track record in managing the entire product lifecycle and driving business growth.

    Demonstrated passion for creating impactful learning experiences in communication, collaboration, and workplace effectiveness.

  • Strong interest in enabling adult learners to thrive in evolving workplace environments, including those influenced by digital transformation and technologies such as AI.

    Experience in the training & education will be an added advantage.

  • Strong analytical and strategic thinking skills, with a learner-first mindset and the ability to translate market insights into actionable strategies.

  • Excellent communication and stakeholder management skills, with experience in collaborating with cross-functional teams.

  • Detail-oriented, organised, and able to manage multiple priorities in dynamic settings.

  • Self-motivated team player who can work independently and under pressure.

  • Proficient in Microsoft Office Suite and collaborative digital tools.
