Overall Job Responsibility
The incumbent shall provide leadership to a special project team in the development of a data management strategy in SG Enable.
The role involves working closely with internal BU stakeholders to identify priorities and initiatives so that SG Enable can become a more data-driven organisation.
Duties and Responsibilities
Organisational Context & Alignment: Guide the SG Enable project team to develop the data management strategy by tapping on the National Council of Social Service (NCSS) funded consultancy, ensuring recommendations are contextualised to agency realities, resources, and culture.
Provide advice on aligning consultancy output (strategy, pilots, change management) with the company’s long-term priorities.
Offer an independent perspective on risks, opportunities, and dependencies associated with data management in SG Enable.
Data Management: Guide internal staff to develop a strategy to organise and manage core SG Enable data that will support data analysis and exploitation, including but not limited to development of a data dictionary and platforms to support the discoverability and accessibility to SG Enable data.
Advise on the structure and content of a data dictionary and metadata standards.
Recommend practical approaches and tools (e.g., Excel, Power BI/Tableau) for internal staff to adopt in building day-to-day analysis capabilities.
Develop rules to govern access and sharing of confidential data by SG Enable users.
Change Management: Advise on stakeholder analysis approaches and provide feedback on staff-prepared change management materials.
Recommend methods to engage internal champions and build a sustainable community of practice.
Share best practices for tailoring communication to different staff levels; review staff-developed communication and engagement materials.
Knowledge Transfer & Sustainability: Provide advice on structuring playbooks, lessons learned, and training guides prepared by internal staff.
Recommend a roadmap for sustaining data practices post-consultancy, highlighting roles such as data steward or internal data management focal points.
Deliverables: Regular monthly briefings to senior management, providing an independent perspective on progress, risks, and sustainability.
Final strategy report summarising key recommendations for sustaining practices beyond consultancy involvement.
Qualifications, Knowledge and Experience
Expected Competencies and Attributes
At least 8 to 10 years of experience in data management, data governance, or related domains, preferably in mid/large government agencies.
Familiarity with data governance frameworks and lifecycle management.
Proven ability to guide change management and stakeholder engagement, ideally in government or non-profit settings.
Strong communication and coaching skills to enable non-technical staff to understand and apply data concepts.
