Job Summary :
The Project Manager will be responsible for the end-to-end management of property development projects in Singapore, from inception to completion.
This includes overseeing planning, design, budgeting, procurement, construction, and handover while ensuring compliance with local regulations, safety standards, and stakeholder requirements.
The Project Manager will liaise with consultants, contractors, government agencies, and internal departments to ensure successful delivery within budget, timeline, and quality expectations.
Key Responsibilities :
1.
Project Planning & Development
Define project scope, objectives, and deliverables in line with strategic goals.
Conduct feasibility studies, financial modelling, and risk assessments.
Develop project timelines and master schedules.
Collaborate with land acquisition, legal, and marketing teams during pre-development phases.
Liaise with URA, BCA, NEA, LTA, and other government agencies for planning approvals and permits.
2.
Design & Procurement Management
Coordinate with architects, engineers, quantity surveyors, and design consultants.
Ensure design aligns with development goals, budget, and regulatory requirements.
Review design submissions and ensure timely completion of design milestones.
Lead procurement strategy and tender evaluations.
Appoint contractors, suppliers, and vendors based on quality, cost, and timeline.
3.
Construction Management
Oversee the main contractor, sub-contractors, and site teams during construction.
Monitor site progress, safety, and compliance with construction specifications.
Conduct regular site inspections and coordination meetings.
Resolve technical issues, variations, and delays swiftly.
Ensure adherence to MOM, BCA, SCDF, and WSH regulations.
4.
Budget & Cost Control
Establish and monitor project budgets and cash flows.
Review and approve progress claims, variation orders, and final accounts.
Coordinate with finance for cost tracking and reporting.
Mitigate cost overruns and identify value-engineering opportunities.
5.
Stakeholder Management
Serve as the main point of contact for consultants, contractors, and regulatory bodies.
Update senior management and stakeholders on project progress and key risks.
Coordinate with marketing and sales teams for project launch and handover.
Ensure timely resolution of issues and maintain high standards of communication.
6.
Quality Assurance & Handover
Oversee quality control measures and compliance with QLASSIC and CONQUAS standards.
Manage the Temporary Occupation Permit (TOP) and Certificate of Statutory Completion (CSC) process.
Coordinate defect rectification and handover to end-users or property management team.
Prepare post-project evaluation and lessons learned.
Requirements :
Education & Experience :
Bachelor’s Degree in Civil Engineering, Architecture, Building, Construction Management, or related field.
Minimum 6–10 years of experience in project management within property development or construction industry.
Proven track record of delivering residential, commercial, or mixed-use developments in Singapore.
Skills & Competencies :
Strong knowledge of local building regulations (e.g. URA, BCA, NEA, SCDF).
Excellent project management and leadership skills.
Proficient in Microsoft Project, Primavera, or similar scheduling software.
Strong analytical, problem-solving, and decision-making abilities.
Effective communication and interpersonal skills.
Certifications (preferred) :
PMP, PRINCE2, or similar project management certifications.
WSH (Workplace Safety and Health) Coordinator or related certification.
Familiarity with Green Mark, QLASSIC, or CONQUAS assessment systems.
