Position: Quantity Surveyor (QS) – M&E Project (Waste Management System, Tuas)
Job Responsibilities
1.
Tender & Pre-Contract Management
· Prepare and review detailed cost estimates, quantity take-offs, and material schedules for M&E systems — including piping, ventilation, electrical distribution, automation, and process equipment related to waste management facilities.
· Analyse tender drawings, specifications, and design documents to ensure accurate M&E scope identification and cost coverage.
· Source, evaluate, and negotiate quotations from M&E subcontractors, vendors, and equipment suppliers to achieve competitive and compliant pricing.
· Assist in preparing and compiling complete tender submissions and clarifications in accordance with client and consultant requirements.
· Coordinate with design, procurement, and engineering teams to ensure tender accuracy and completeness.
2.
Post-Contract Administration & Cost Control
· Administer all post-contract activities for M&E works, including progress claims, subcontractor payments, and final accounts.
· Monitor project cost performance and forecast expenditure to ensure adherence to approved budgets and contract terms.
· Prepare and submit Variation Orders (VOs/RVOs) arising from design changes, site instructions, and additional M&E works, ensuring timely documentation and approval.
· Evaluate subcontractor claims and verify work progress against actual site installation for accurate certification.
· Track M&E material procurement, equipment delivery, and installation progress to ensure cost and schedule compliance.
3.
Contractual & Coordination Duties
· Review, draft, and manage M&E subcontract agreements in compliance with company standards and MOM/URA contract guidelines.
· Liaise with consultants, project managers, and site teams to clarify technical and contractual matters.
· Support project management team in resolving cost-related issues, including design modifications and interfacing between M&E and civil/structural works.
· Prepare monthly cost reports, cash flow projections, and cost-to-complete analysis for management review.
· Assist in the preparation of documentation for project audits and ISO compliance.
4.
Reporting & Compliance
· Maintain accurate cost records, contract correspondence, and document control for all M&E activities.
· Ensure all contract management practices align with company policies, WSH regulations, and environmental standards applicable to waste management facilities.
· Contribute to continuous cost improvement and value engineering initiatives to optimise project profitability.
Qualifications & Skills
· Diploma or Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, or a related discipline.
· Minimum 3 years of M&E QS experience, preferably in waste management, industrial plant, or process utility projects.
· Proficient in AutoCAD, Microsoft Excel, and QS software.
· Strong knowledge of M&E systems (HVAC, plumbing, fire protection, electrical, instrumentation).
· Excellent analytical, negotiation, and communication skills with the ability to handle multiple stakeholders.
· Experience working in Tuas or similar industrial plant environments is an advantage.
