Our client is seeking a Resident Technical Officer – M&E to join their team
This is an exceptional opportunity for a highly experienced M&E professional to take on a senior site-based role supervising mechanical and electrical works in pharmaceutical facility construction.
You'll play a critical role in ensuring installations meet specifications, regulatory codes, and GMP expectations while coordinating with diverse stakeholders in complex construction environments.
What you'll be doing?
- Drawing interpretation: Demonstrate deep understanding of construction drawings and schematics, identifying design conflicts and coordinating resolutions.
- Technical support: Provide expert input for RFIs and constructability reviews, ensuring optimal project outcomes.
- Regulatory compliance: Apply comprehensive knowledge of local codes for fire protection, plumbing, drainage, and chemical handling systems.
- Documentation support: Assist in preparing detailed compliance documentation for FSC and TOP submissions.
- Site supervision: Oversee critical installations to ensure the highest quality standards are met.
- Quality control: Review material deliveries and installation quality for strict conformance with project specifications.
- Testing support: Witness and support various system tests to validate performance.
- Record keeping: Maintain comprehensive project documentation, including site diaries and NCR logs.
- Stakeholder coordination: Attend meetings to resolve technical issues and ensure smooth project execution.
- Quality assurance: Ensure all M&E installations comply with pharmaceutical industry standards and GMP requirements.
Who are they looking for?
- Educational background: Diploma or above in engineering, preferably mechanical or electrical, to provide a solid technical foundation.
- Professional registration: Registered M&E RTO with BCA Singapore to meet regulatory standards.
- Extensive experience: Minimum 15 years of site experience, ideally in pharmaceutical or GMP projects.
- Technical competency: Ability to interpret M&E drawings and handle technical clarifications.
- Regulatory knowledge: Comprehensive understanding of SCDF, PUB, and NEA submission processes.
- Testing expertise: Familiarity with FSC testing and TOP submission procedures.
- Specialized skills: Experience in process/gas piping, high-voltage electrical, or Building Management Systems is valuable.
- Validation support: GMP validation experience, including DQ/IQ/OQ coordination, is preferred.
- Technology proficiency: Ability to use Navisworks or BIM viewers for clash detection is beneficial.
- Collaboration skills: Experience coordinating with diverse stakeholders in construction projects.
