SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

The Innovation Centre (IC) is an entity that all law enforcement agencies around the world seek to actively engage to complement their respective strategic futures planning and technical innovation.

It consists of Strategic and Applied innovation sub Directorates.

In this context the post holder is expected to conduct research and analysis; producing background materials, reports and assessments in support of the Head of the Futures and Foresight Lab within the Strategic Innovation sub Directorate; working closely with the Adaptive Policing Lab, the Applied Innovation Sub Directorate, other INTERPOL units and external partners in a flexible project team approach researching, developing and implementing dynamic and innovative solutions to policing issues.

The outputs of these project teams are:

  • Foresight - Acquiring the capacity of strategic foresight to anticipate how future policing scenarios across various crime types may play out; the ability to apply forward-thinking to adapt and advocate fresh policing strategies, including shaping the way law enforcement agencies will operate and be organised in the future;

  • Policy – Developing, considering and advocating interventions at the policy level to enhance law enforcement processes and value chains; facilitating the development of internationally endorsed policing standards and norms;

  • New Technologies - Facilitating a coordinated approach for INTERPOL, member countries and non-governmental partners to be collectively plugged in to the world of new technologies, understand the threats they pose but also the opportunities they generate to enhance policing efforts.

  • Concrete Deliverables – Applying innovation at the tactical level to deliver technical solutions to member countries based on their immediate needs.

The objective is instilling an INTERPOL culture of innovation to support its member states through the identification of future policing scenarios, the dynamic development of ground breaking policing initiatives and internationally agreed policing standards, underpinned by a research platform for police, public/private partners and academia.

PRINCIPAL DUTIES AND ACTIVITIES

1 FUTURES AND FORESIGHT

  • In compliance with the Organization's priorities, management decisions and relevant policies/rules implement all daily and ad hoc tasks of the Futures and Foresight Lab
  • Futures and foresight research which encompasses environmental scanning and scenario planning work to help INTERPOL and its member countries identify and better understand the various drivers and trends across various crime types and operating contexts.

  • Analysis and reporting of the outcomes of monitoring emerging crime trends and threats to digital security, through employing appropriate scientific methodologies, such as horizon scanning and risk assessment programs.

  • Appreciate and highlight emerging red flags in the operating landscape, as well as anticipate potential cross-sector linkages that can impact the environment in which law enforcement agencies operate.

  • Coordinate development of innovative methodologies for research and analysis into futures and foresight, drawing on open source intelligence and partnership contributions.

  • Identify and define the futures and foresight needs of the law enforcement community across all three INTERPOL Global Programmes: Cybercrime, Counter Terrorism and Organized and Emerging Crime.

  • Build a platform for engagement with external experts, academia, research institutions and think tanks
  • Develop and maintain partnerships with relevant stakeholders in relation to futures and foresight.

    Assess and where applicable, initiate informed conversations amongst the community with regard to the need to monitor developments in these areas, acquire a keen knowledge of the various facets involved and understand the extent of their respective impact on policing requirements.

2 FLEXIBLE PROJECT TEAM APPROACH

  • Develop and maintain an understanding of the broader strategic innovation sphere (adaptive policing).

  • Actively support a flexible project team approach researching, developing and implementing dynamic and innovative solutions to policing issues across all of the four IC programs (Futures and Foresight, Adaptive Policing, Cyberspace and New Technologies and Digital Forensics).

As well as the functions outlined above, the post holder is expected to assist his/her hierarchy (Executive Director, Director or Assistant Director) in the planning, coordination and prioritisation of the overall Innovation Centre's activities.

He/she accompanies or represents their hierarchy on missions, at meetings and within working groups.

QUALIFICATIONS, COMPETENCIES AND SKILLS

EDUCATION AND QUALIFICATION REQUIRED:

Training/Education required

  • Three-to-four years' education at a University or other specialized higher education establishment.

  • A Masters Level (by research) University education would be highly desirable (a Doctorate would be an additional asset).

Languages

  • Fluency in English is required (both in written and oral form).

  • Fluency in an additional INTERPOL official language (Spanish, French or Arabic) is highly desirable.

  • Working knowledge of any other language would also be an asset.

EXPERIENCE REQUIRED:

  • Minimum of at least three years' experience in a law enforcement organization, or experience as a researcher, analyst or advisor in another organization dealing directly with crime-related issues, strategic analysis, intelligence analysis, or contemporary international security threats.

  • Knowledge and experience in research methodologies including horizon/environmental scanning and scenario planning.

  • Proficiency in standard office word-processing; spreadsheet, database and presentation software.

  • Proficiency in web-publishing tools and/or the ability to conceptualize and design databases according to project needs would be considered an additional asset.

  • Existing knowledge of cyberspace and other technologies, techniques and developments would be considered an additional asset.

  • Experience in working in an international environment and in marketing/PR is desirable.

  • A good working knowledge of INTERPOL would be considered an additional asset.
