As the lead data protection manager/ officer, the incumbent will develop and maintain the enterprise data management framework for both corporate and research data and manage the implementation of technologies for data protection.
KEY RESPONSIBILITIES
- Data Governance
- Develop, review and maintain A*STAR data strategies and framework to ensure compliance with regulation and ethics.
- Work with CISO’s team and Enterprise Risk Management Office on the risk and security management of data.
- Investigate, resolve and report data-related incidents, working with the respective data domain owners, data protection officers and data owners.
- Work with the data domain owners and their data protection officers to conduct awareness campaigns on data management & governance.
- Data Technologies
- Take the business perspective and work with the product teams in IT Infrastructure and Cybersecurity departments in the IT division and the data protection officers of the different data domains, to implement tools for data protection.
- Data Architecture
- Participate in the development of the data architecture, led by the data architecture lead.
- Advise A*STAR entities on the alignment of their IT solutions with the A*STAR data architecture and data management framework, taking guidance from the data architecture lead and working with the different data domain owners.
- Maintain records of common data in A*STAR and the corresponding data classification.
- Digital governance beyond data
- Participate in policy-policy and policy-ops integration and streamlining efforts, and take leading position in some of the initiatives, that require holistic assessment and treatment of policies, standards and procedures across all digital domains - data, cybersecurity, IT and AI.
Key Competencies Requirements
- Minimum of 7 years’ experience in data management, including data governance, technologies and solutions.
- Must be able to work independently and be proactive and results driven.
- Proven stakeholder management skill with good experience in engaging them on compliance and governance matters.
- Experience in developing data governance framework, preferably with a public organisation.
Strong understand of the Government Instruction Manual in ICT would be an added advantage.
- Demonstrate strategic thinking and problem-solving abilities.
- Strong analytical skills and meticulous attitude.
