Roles & Responsibilities We are looking for a meticulous and driven individual to manage the end-of-life cycle of government properties and assets.
You will be responsible for preparing and overseeing demolition and earthworks contracts, and for working closely with the fixed assets team and the appointed contractor/subcontractors to ensure accurate accounting and compliant disposal of fixed assets.
The role requires strict adherence to the Government's procurement, financial, and asset management policies to uphold accountability, transparency, and audit integrity.
Duration: 11 months
Salary: Up to $3,600/month
Job Responsibilities:
- Develop and manage the full suite of procurement documentation for demolition and earth works, including tender specifications, evaluation criteria, and cost estimates.
- Ensure all procurement activities comply with the Government Instruction Manual on Procurement (IM on Procurement), including adherence to proper approvals, tendering procedures, and evaluation frameworks.
- Coordinate with technical officers, consultants, and relevant regulatory authorities (e.g., BCA, NEA, SCDF) to ensure that demolition proposals meet all statutory and safety requirements.
- Manage contract implementation to ensure adherence to contractual obligations, Workplace Safety and Health (WSH) standards, and environmental regulations.
- Monitor project milestones, process variation orders, and administer payments in accordance with Government contract management protocols.
- Ensure all procurement and contract decisions are properly documented and auditable.

Degree in Civil Engineering, Building, Construction Management, Quantity Surveying, Accountancy, or a related discipline - Strong professional expertise in demolition and earthworks, including knowledge of demolition methodologies, soil excavation, ground reinstatement, and management of underground utilities
- Sound understanding of regulatory and safety requirements, including familiarity with the WSH Act and regulations, as well as environmental compliance in areas such as waste management, noise and dust control, and construction by-product disposal.
- Strong project and risk management skills to ensure that the project progresses on schedule and the contractor puts in place proper plans, documentation and processes to mitigate risks such as geotechnical instability, site contamination, and hazardous materials.
