Job description

[What the role is]

We are seeking a highly skilled and experienced team player in Competency Development to join our Human Resources team at the Civil Aviation Authority of Singapore (CAAS).

The successful candidate will be responsible for driving, implementing, and managing comprehensive competency development initiatives across the organisation, with a focus on career progression, and professional growth of CAAS officers.

[What you will be working on]

Competency Framework Implementation:

a.

Led the development of functional competency architecture across CAAS


(i) Lead collaborations with stakeholders to develop, implement, and update competency frameworks to ensure relevance for their domain and alignment to whole of government/agency’s future priority areas and capabilities trends
(ii) Guide the establishment of competencies, creation of job profiles, and curation of proficiency levels with calibration across CAAS
(iii) Partner divisions in creating training catalogues and milestone programmes
(iv) Plan and support change management initiatives related to competency framework implementation and maintain launched competencies for relevancy

b.

Analyse competencies assessment results at organisation level and generate insights and recommend capability building interventions to close competency gaps for both personal and organizational level


Career and Learning Initiatives:

a.

Develop learning strategies to ensure future-readiness and enhanced professionalism among CAAS officers


b.

Develop / implement learning plans and programmes to meet officers’ learning needs

[What we are looking for]

a.

Minimum 7 years of relevant experience in competency development, learning and development, or similar HR roles.

Candidates should possess strong academic qualifications in Human Resources, Business, Psychology or related disciplines.

b.

Strong knowledge of competency framework design and implementation

c.

Excellent project and change management skills with the ability to manage multiple initiatives simultaneously

d.

Good stakeholder management, communication and interpersonal skills, with the ability to work effectively across all organisational levels

e.

Strong analytical, critical thinking and problem-solving skills

f.

Familiarity with Singapore public sector HR practices and WOG initiatives is highly desirable

g.

Proficiency in relevant HR software and Microsoft Office suite
