Job description

What The Role Is
The Programme Evaluation (PE) team in MDDI’s Data Office oversees the MDDI Family’s Programme Evaluation framework and collaborates across MDDI‐Family divisions to design, plan, and conduct programme evaluation, as well as to deepen capabilities in programme evaluation.


What You Will Be Working On
As a member of the PE team in MDDI’s Data Office, you will partner with stakeholders in varying stages of evaluation across digital, communications, and information domains.

You will provide guidance to programme owners in planning, designing, and evaluating projects of strategic importance.

You may be directly involved in evaluation deep‐dives and will connect with other central PE units to refine standards and guidelines.


Responsibilities
Monitor key performance indicators for MDDI and its agencies’ programmes within the scope of the MDDI‐Family Programme Evaluation Framework.


Conduct in‐depth evaluations of selected programmes (during planning and post‐implementation) and identify opportunities to optimise policy implementation, using frameworks such as Theory of Change.


Collate and analyse relevant data to assess performance indicators and derive evaluation insights.


Scope and participate in programme walk‐throughs and field observations alongside programme owners to identify process improvements.


Make data‐informed recommendations to senior management, programme and policy owners.


Provide guidance and support to MDDI‐HQ and agencies in designing appropriate programme evaluation approaches, including engaging owners, reviewing their Theory of Change frameworks and implementation plans.


Develop learning materials on evaluation methodologies and principles; lead internal communications, workshops, and brownbag sessions.


Build a networking of evaluation practitioners within the MDDI family.


What We Are Looking For
At least 5 years of experience in conducting research analysis, data analytics, or evaluation.


Ability to leverage data visualisation tools (e.g. Tableau) and programming languages (e.g. Python) to analyse data and extract insights.


Strong team player with maturity and interpersonal skills to build collaborative relationships and engage with a wide range of stakeholders.


Can collaborate well with others and work independently and effectively.


Strong critical, analytical, and system‐thinking skills, with passion to distil complex processes into logical simplified processes.


Self‐starter with demonstrated resourcefulness and initiative; motivated to learn new skills and processes.


Excellent written and verbal communication skills.


Able to thrive in a fast‐paced environment and work on concurrent projects.


Qualifications in Public Policy, Economics, Statistics, Data Science or related field.
