Job description

(What the role is)

As Senior Manager (Pre-Employment Training), you will lead the strategy and implementation of programmes that build a strong talent pipeline for Singapore's Digital Economy.

You will work closely with Institutes of Higher Learning (IHLs), industry leaders, and internal stakeholders to ensure that Singapore's graduates are equipped with the right skills, practical experience, and industry exposure to thrive in the Infocomm and Media (ICM) sectors.

This role requires a forward-thinking leader with strong strategic acumen, a passion for talent development, and the ability to engage senior decision-makers and diverse partners.

(What you will be working on)

Key Responsibilities

  1. Industry Engagement and Stakeholder Management

  2. Develop and drive national-level strategies to strengthen the pre-employment training (PET) ecosystem for ICT and media sectors.

  3. Anticipate emerging skills and industry trends to ensure PET curricula remain future-ready and aligned with industry needs.

  4. Lead the design and implementation of programmes that integrate industry exposure into PET pathways (e.g., internships, capstone projects, industry collaborations).

  5. Establish frameworks to assess and improve the quality and relevance of PET initiatives.

  6. Contribute to policy development for PET talent planning, working closely with government agencies and stakeholders to ensure a coordinated and sustainable pipeline of ICT and media graduates for Singapore's digital economy.

  7. Industry Engagement and Stakeholder Management

  8. Build and sustain strategic partnerships with universities, polytechnics, ITEs, and industry leaders to co-create talent development initiatives.

  9. Act as the primary liaison with industry partners, advocating for PET programmes and aligning industry manpower needs with graduate talent pipelines.

  10. Secure industry buy-in for collaborative projects, including Memoranda of Intent (MOIs) for internships, projects, and placement opportunities.

  11. Engage and influence senior stakeholders across government, industry, and education sectors to champion talent policies and initiatives.

Data-Driven Insights and Talent Policy Development

  • Lead the development of data dashboards and reports that track PET outcomes, graduate employability, and industry demand trends.

  • Use insights to inform policy recommendations and refine programme design for greater impact.

  • Advocate for skills-based hiring practices and contribute to shaping national talent development frameworks.

  • Support the development and refinement of PET-related policies, ensuring alignment with national talent strategies and industry transformation roadmaps.

  • Team Leadership and Operational Excellence

  • Lead and mentor a team to deliver high-impact PET initiatives, fostering a culture of collaboration, innovation, and accountability.

  • Oversee the end-to-end management of PET programmes, ensuring smooth execution and continuous improvement.

  • Drive process improvements, including leveraging HR tech platforms and automation tools to enhance programme delivery and reporting efficiency.

What We're Looking For

  • At least 8 years of relevant experience in talent development, industry engagement, or education policy, with proven leadership in cross-functional teams.

  • Strong understanding of the ICT and media sectors, with experience engaging diverse stakeholders such as government agencies, IHLs, and industry partners.

  • Demonstrated experience in policy development, preferably in talent and education-related domains.

  • Excellent strategic thinking and problem-solving skills, with the ability to connect macro trends to actionable programmes.

  • Strong communication and stakeholder management skills, with the ability to engage and influence senior decision-makers.

  • Data-savvy, with experience using data to inform strategy and drive continuous improvement.

  • Passion for nurturing local talent and contributing to Singapore's digital economy.
