Overview
The Program Manager is responsible for leading the Big2 project implementation at NUHS and also taking on the clinical SME role for the Clinical portfolio to drive and support the yearly workplan prioritization, budgeting and operations.
You take a broad, collective view of all the program's components (systems/products/services) and manage the roadmap of inter-related projects in a coordinated and complementary manner to attain benefits holistically.
You collaborate with governance bodies and sponsors to ensure alignment with the Ministry, Synapxe or Healthcare Institution's strategic goals and objectives, and adjust strategy and plans when it will improve and optimise the delivery of the desired benefits.
You possess strategic thinking, have strong program planning and delivery experience, and a solid project management foundation.
You are confident to lead and drive cross-functional teams in a structured and methodological manner to deliver the program benefits with quality.
You strive for excellence, have good communication skills, are a competent negotiator, demonstrate resiliency, and have the ability to manage uncertainty, change and complexity at all levels.

Role & Responsibilities
Collaborates with key sponsors and stakeholders to develop the business case and acquire funding
Align the program purpose and objectives with the broader strategic objectives with the Ministry, Synapxe or Healthcare Institution
Define the program's expected benefits with stakeholders and key decision-makers
Identify required capabilities and scope, develop the program roadmap of projects and interdependencies, and determine program and project cost estimates to deliver the benefits
Identify and analyse stakeholder needs and manage expectations and communications to garner their support
Set up the program governance and structure, identify and acquire teams/resources to deliver the roadmap
Perform assessments of delivery dates, develop the overall schedule and milestones to deliver the benefits
Conduct environmental assessments to determine internal and external factors that could impact the program and manage associated risks
Develop the risk management strategy including program risk thresholds, initial risk assessment, high level risk response strategy and risks communication plan
Develop the program management plan to govern the life cycle of the program from formulation through delivery and closure
Determine the expected quality standards and develop a program quality management plan
Provide oversight and support to projects to ensure smooth execution, integration and timely completion to deliver the intended benefits
Implement the program management process and structure to manage projects in a consistent and coordinated manner
Formalise the scope and schedule of projects and ensure deliverables satisfy the program's goals and benefits
Monitor interdependencies to ensure proper integration between projects; replan when necessary to align with changes in the program direction
Manage priorities and changes that may impact program delivery and its intended benefits
Manage program risks and issues and escalate to the steering committee when required
Track and monitor performance, progress, schedule and benefits attainment; provide regular status updates to stakeholders and the steering committee
Monitor and manage resources including the approved budget and its utilization
Maintain effective communication with internal and external stakeholders, including project teams supporting the program
Execute the program quality management plan to ensure projects comply with quality policy and standards
Perform after-action reviews and lessons learned as part of milestone closures or attainment of benefits milestones
Carry out proper program closure including financial closes, transition of resources, and archival of information
Requirements
Relevant degree in Business Administration, Management, Computer Science or related field
At least 10 years of experience in project or program management, including managing large-scale or enterprise-wide programs
Proven track record of managing complex programs or multiples related projects
Experience in stakeholder engagement and cross-functional teams leadership
Familiarity with project management methodologies (agile, waterfall, etc.)
Strong organizational and planning skills to manage interdependencies and resources
Excellent communication and interpersonal abilities for stakeholder management
Problem-solving and analytical skills to address risks and issues
Financial acumen for budgeting and resource allocation
Ability to deliver programs on time, within scope and budget
Capability to drive organizational alignment with strategic goals
