Job description

[What the role is]
As part of the team in the MPA Academy, you will be developing training workplan and driving the implementation of programmes that empower learning through acquiring of knowledge and skills among MPA staff

[What you will be working on]

Training Programmes

  • Conduct skills gaps analysis and training needs assessment, to develop training roadmaps and tailor training to address the gaps.

    Organize and/or conduct programmes to equip MPA officers with the knowledge and skills to perform his job productively.
  • Work with the relevant line divisions in MPA to develop and regularly review the curriculum of the training programmes to keep them relevant and up to date.

    Identify relevant courses based on competencies in key domain expertise (KDE), liaise with training service providers (TSPs) for course details, and evaluate the submissions for training courses for curriculum content/experience of trainers/price.
  • Monitor trends in the maritime sector learning and development and incorporate best practices into training programmes.
  • Work with relevant division to enhance training delivery methods such as e-learning and support the development and implementation of a Learning Management System. 
  • Publicize and create awareness of the training programs, MPAA courses and events using various channels including newsletter, brochures, electronic direct mails and videos.

  • Utilize data-driven insights to inform training strategies, assess and monitor impact and effectiveness of training; prepare reports and presentations for continuous learning.

Stakeholder Engagement:

  • Engage and manage adjunct trainers and training partners, both in-house facilitators and external training service providers, to plan and conduct the training courses and to introduce new learning tools/techniques to enhance learning.
  • Establish partnerships with public agencies, industry, schools and Institutes of Higher Learning (IHLs) to explore collaboration and offerings.

Knowledge Sharing:  

  • Spearhead and promote the documentation and dissemination of institutional knowledge among MPA officers through different formats, such as case studies, oral interviews and documentation of public lectures/talks organized by the Academy.

      

Team Leadership and Collaboration:

  • Lead and mentor junior team members, fostering a collaborative and inclusive team environment.
  • Work closely with cross-functional teams to ensure cohesiveness and integrated training efforts across MPA.

  • Undertake other roles and responsibilities as and when required.

[What we are looking for]

  • Tertiary qualification with minimum 5 to 6 years of relevant working experience in administering/coordinating training programmes and in organising events like talks/seminars.

    Familiarity and experience in curriculum development will be an advantage.

  • Strong interpersonal, organizational, analytical and writing skills, and preferably with good knowledge of the maritime industry as well as able to work effectively in teams.

  • Title will commensurate with experience
