Job Description & Requirements
The Senior Quantity Surveyor, (QS) will oversee the review, negotiation, drafting, and management of tenders, ensuring compliance with company policies, legal requirements, and industry standards.
They build strong client relationships, propose partnership models, and work closely with project teams, clients, subcontractors, and suppliers to support the success of marine construction projects.
Responsibilities
Support Senior Management in developing business strategies and building strong client relationships, focusing on legal aspects of partnership models.
Lead the Tender Department’s pre- and post-tender administration, including procurement activities.
Oversee cost planning, tender preparation, and submission processes.
Manage quotation invitations, negotiations, evaluations, and confirmations.
Draft, review, and negotiate tender documents for marine construction projects, ensuring legal compliance, risk mitigation, and alignment with company goals.
Collaborate with project teams to meet tender specifications and project milestones.
Conduct regular contract evaluations to drive performance improvement and value optimisation.
Requirements
Bachelor’s degree in Construction Management, Engineering, Business Administration, or a related field.
Minimum 8-10 years of direct experience in contract and tender management within the Singapore construction industry.
Demonstrated experience in managing the full tender process for large-scale projects, each with a value of S$3 million or greater.Legal knowledge and experience with Tender are highly preferred.
Maintain a high level of professionalism, integrity, and ethical conduct to handle confidential and sensitive information, and adherence to ethical standards for establishing trust and credibility.
Strong negotiation, communication, and organizational skills; proficiency in contract management software and tools.
Strong analytical and problem-solving abilities to analyse complex contract terms, identify potential risks, and develop solutions to mitigate them.
Meticulous attention to detail to accurately review, draft, and administer Tender.
A keen eye for identifying inconsistencies, errors, or potential issues is vital to maintain contract integrity.
Capable of prioritizing tasks, meeting deadlines, and managing contract-related workflows efficiently.In-depth understanding of marine construction processes, industry standards, and regulatory requirements (contract law and legal principles).
