We are seeking an experienced Learning & Talent Development Specialist to lead leadership and professional development initiatives across Singapore and the APAC region.
The role involves designing and delivering impactful learning programs, driving engagement, collaboration, and technical excellence, and managing full-scale learning projects.
Responsibilities
- Conduct organizational capability analysis and training needs assessments to identify learning solutions tailored to business needs.
- Guide the site learning portfolio and influence leaders on prioritizing content.
- Design and deliver curriculum, programs, or learning solutions using various techniques to enhance knowledge transfer.
- Create organizational development content driving improvements in teamwork, leadership, and technical vitality.
- Assess learning design solutions' positive results, such as skill, knowledge, and behavior changes.
- Develop course materials, performance support tools, handouts, manuals, and exercises to support knowledge transfer and sustain behavior change.
- Plan, coordinate, and schedule learning and training events for Singapore and APAC locations.
- Collaborate with technical staff, business operations, SMEs, project managers, trainers, executives, and vendors to create instructional solutions.
- Partner with global counterparts to benchmark, align, and execute global curriculum.
- Support and promote an inclusive work environment.
- Follow up with employees to identify gaps and future technical training needs.
- Develop end-to-end integrated learning and development solutions.
- Coach managers and high-potential employees to improve performance and deliver results.
- Possess knowledge of the Talent Development & Learning team’s portfolio and connect resources to technical training and learning & development systems.
- Experience building and qualifying training programs in accordance with grant methodology.
- Perform activities safely and responsibly, supporting Environmental, Health, Safety & Security requirements.
Required Qualifications
- Bachelor’s degree or equivalent in Industrial/Organizational Psychology, HR, Business, or a related field.
- Minimum 4 years of experience leading relevant training and leadership development programs, including cross-functional projects and managing business-wide programs.
- Relevant hands-on experience in a semiconductor, manufacturing, or engineering environment is highly desirable.
- Experience with career development, workforce modeling, and talent management in a fast-paced, global environment.
- Excellent communication, influencing, and senior stakeholder management skills.
- Demonstrated success working in a cross-functional team environment on multiple projects with changing priorities.
- Familiarity with Microsoft Office.
- Experience with Learning Management Systems, HR Software, and PowerBI.
- Travel – 10% required.

- Experience driving cutting-edge learning and talent development research projects and new initiatives.
- Exceptional analytical skills, comfortable working with large amounts of data and communicating findings.
- Strong bias for action, identifying and resolving issues independently.
- Ability to convey ideas and recommendations clearly and succinctly.
- Strong team player who can work independently and is a self-starter.
- Experience with award submission processes in Singapore.
- WSQ Advanced Certificate in Learning and Performance (ACLP) or WSQ Advanced Certificate in Training and Assessment (ACTA) – preferred.
- Wiley Certified (DiSC & 5Behaviors) - preferred.
- Aperian Globesmart Certified – preferred.
- Coaching Certification – preferred.
- Emotional Intelligence trained or certified – preferred.
