What the role is

As a central people agency, PSD has put in place various initiatives to help the Public Service respond to the many driving forces impacting the future of work and HR.

To help officers manage the various transitions in their public service career and to ensure that the transitions are carried out smoothly, we are looking for a Senior Assistant Director/Deputy Director, Career Development and Transition.
You will report to the Senior Director, Workforce Development Cluster in PSD.

What you will be working on

You will provide leadership and strategic direction to a team to:
• Lead, drive and guide the Career Development and Transition team in strategies, policies, programmes, processes, and systems to meet the workforce development needs and to support the transformation journey of the Public Service.
• Build strategic partnership with Public and Private Agencies, Unions and Training Institutions to drive adoption and implementation of Career Development and Transition strategies and programmes.
• Serve as a trusted partner to Public Service Officers to build their careers, create an agile and future-ready workforce.

Career Development: The ability to develop and implement career development strategies, frameworks, and programmes with the aim of i) helping employees build meaningful careers as they journey within and beyond the Public Service, and ii) building workforce capabilities to achieve current and long-term organisational goals.

Examples of such strategies or initiatives include managing reskilling, internal transfers, voluntary and involuntary exits, retirements, and re-employments.
Training and Development: The ability to identify learning needs and create/curate meaningful interventions and strategies that are aligned to organisational to develop a capable workforce.
Thinking Clearly and Making Sound Judgement: Ability to make rational and ethical judgements after considering the socio-political and economic environment.

Strong analytical and critical thinking abilities.
Working Effectively with Stakeholders: Ability to develop a people-centric culture by implementing systems to collect feedback on a regular basis and provide supporting interventions to help staff engage stakeholders effectively.

Ability to actively mobilise stakeholders to co-create solutions and advance towards a common good.

Ability to engage and establish relationships with partners across the private and public sectors.
Serving with Heart, Commitment and Purpose: Ability to walk the ground and understand stakeholders' key needs and concerns.

Develops clear strategies and operationally feasible plans to achieve agency goals.

Ability to clearly define performance excellence for your department and introduce systems to monitor progress.
At least 8 years of work experience in related areas including policy, human resources, career development and partnership engagement.
