Permanent/Contract

What the role is

The Smart Nation Group – Digital Government (SNDG), under the Prime Minister's Office (PMO) and administratively managed by the Ministry of Digital Development and Information (MDDI), plans and prioritizes key Smart Nation and digital government projects, raises the standards of Government ICT and services, builds long-term capabilities for the public sector, and promotes adoption and participation in digital and smart innovations.

It takes a whole-of-nation effort, and we will actively engage the public, the industry and fellow agencies as we build a Smart Nation together.
The Government Data Division (GDD) within SNDG plays a central policymaking role in advancing data governance excellence across the public sector.

Its responsibilities include: (a) formulating and implementing whole-of-government (WOG) data policies that guide the strategic management, sharing, and utilisation of data as a national asset; (b) identifying and driving new initiatives to improve the exchange of data within Government agencies, and sharing of Government data with commercial partners and the public; and (c) strengthening data governance by developing policies relating to responsible use of data, as well as driving the development of capabilities, institutionalizing structures and standardising tools for WOG.

What you will be working on

We want a change maker who is creative, collaborative and looks for challenges.
You must be ready to roll up your sleeves and rally different teams across government agencies to achieve SNG's vision of a public sector that is 'data driven to the core'.

This includes enabling Government agencies to use data to create solutions that benefit citizens and businesses.
You will be leading a team at the forefront of transforming government data and driving the next bound of the whole-of-government data ecosystem, through strategy, policy development and development of key data pieces.
1.

Design and implement the next bound of the Government Data Architecture (termed GDA 2.0), to disrupt and transform agencies and supercharge data sharing and usage across WOG.

This entails the following work, with the end goal of enabling agencies' use cases across the policy, operations and service delivery domains.
a.

Understanding agency use cases and technical requirements,
b.

Working closely with Government Technology Agency colleagues to develop strategy for data products,
c.

Navigating stakeholder interests and incentivising behaviours,
d.

Architecting the data flows across agencies,
e.

Developing the roles and responsibilities that agencies in different parts of the value chain need to play, and
f.

Conceptualising how various components (e.g. common data exchanges, common analytics tools and platforms, agencies' data warehouses or systems) should come together to best facilitate the sharing and usage of data.
2.

Review, draft and implement legislative and policy changes to support GDA 2.0 and other necessary measures to improve data sharing.
3.

Organise and direct funding to Government agencies to enable the implementation of GDA2.0.
4.

Engage and collaborate with stakeholders across whole-of-Government.
This role has significant impact as it enables Government agencies to better access and use data for policy analysis, service delivery and operations.

You will report to Senior Deputy Director (Data Ecosystem).
