Responsibilities
- Ensure all relevant Standard Operation Procedures (SOPs) and/or Work Instructions (WIs) and/or Quality Procedures (QPs) are always observed
- Lead both internal and external audits
- Lead and devise improvement initiatives on existing processes and procedures
- Manage Assistant Managers, Executives and Administrative Assistants under his/her charge
- Liaise with the internal department stakeholders as well as sub-contractors
- Maintain a list of reliable sub-contractors to complement the organization workforce through:
- Screening and registration of new sub-contractors
- Subcontractor Banding System
- Ensure adequate information/requirements are provided for sub-contractors' tenders
- Prepare commercial bid evaluation and negotiate with sub-contractors, if necessary
- Ensure the coordination of all sub-contracting work for specific projects are in place
- Understand manpower loading requirements and map out sub-contractors' workload in consultation with Production Department
- Review and assess invoices submitted against works order, progress claim certificate and work completion report.
- Review and assess full and final settlement upon completion of sub-contractor's works order
- To manage subcontractors according to their sponsorship or supporting classifications, in areas of assessing the dependency ratio, assessing the adequacies of project value, ensuring sub-contractors' are recruiting foreign workers responsibly as per given guideline and tracking the progress of the recruitment, tracking local workers employment activities, tracking of yard's obligations under Marine Sponsorship Scheme for RCs in on-time salary and levy payments, CPF contributions and work permit holders housed in acceptable accommodation, conducting regular interviews to obtain workers' feedback, conducting periodical interviews remotely or at different locations if permitted, e.g., work sites, dormitories, etc, reviewing of findings from dormitories' inspection, Processing documents pertaining to work commencement and payment claims i.e. job cards, works orders, etc, Issuing commendations or warning letters to contractors according to their performance and levels of compliance
- Prepare reports and presentations for management reviews, if required, ad hoc duties as assigned by immediate superior
- Purchase Limit of Authorization - Authorized to commit for organization, under Subcontracts Department, according to Delegation Authority Limits (DAL)
Requirements
- Possesses a Diploma or Degree in Engineering or equivalent
- At least 1 years of subcontracting experience with basic Production and/ or Engineering knowledge
- Proficient in Microsoft Office, SAP and iSRP system
- Possesses good communication and interpersonal skills
- Basic knowledge of contract law, local regulatory requirement and subcontracting nature of business and systems
- Possesses updated knowledge and understanding in corporate compliance, labour policies and procedure and employment laws
- Possesses updated knowledge of market rates of labour and specific services for the organization's construction activities
Possesses basic knowledge of offshore and marine construction capabilities and production facilities
