Job Description
- Analyse tender documents, drawings, and specifications
- Perform detailed quantity take-offs for civil, architectural, structural, MEP, and cleanroom packages
- Prepare Bills of Quantities (BQ) and cost estimates for design-build or EPCM tenders
- Develop rate build-ups using historical cost data, supplier quotations, and market trends
- Benchmark costs against previous semiconductor/cleanroom projects

- Issue RFQs, evaluate quotations, and conduct technical/commercial clarifications
- Negotiate pricing and terms with key subcontractors and vendors
- Work closely with Engineering, Procurement, and Project Management to align scope, schedule, and risk allowances
- Prepare tender clarifications and attend pre-bid meetings
- Identify cost risks, propose alternatives, and perform value engineering for optimal solutions
- Support internal tender reviews and approval processes

Requirements
- Possess a Degree in Quantity Surveying / Building or equivalent
- Minimum of 5 years of experience in mechanical design engineering
- Prior exposure to semiconductor, pharmaceutical, cleanroom, or high-tech industrial projects is a strong advantage
- Proficient in cost estimation software (e.g., CostX, Cubicost) and MS Excel
- Strong understanding of FIDIC/SIA contracts or similar
- Analytical, detail-oriented, and strong in negotiation and communication
- Ability to work under tight tender deadlines
- Meticulous, analytical, eye for details and a good team player
- Ability to multi-task in a fast-paced and dynamic environment
- Highly motivated, self-driven with initiatives to work independently
- Sound computer literacy, including advanced skills in Excel
- Excellent problem-solving, analytical, and communication skills.
- Good communication, reading, and writing skills in both English and Chinese to liaise with Chinese associate
