Duties and Responsibilities (including but not limited to):
The T&C Manager shall be responsible for overseeing all testing and commissioning activities of the IWMF Contractors, including the coordination of testing and commissioning activities of TWRP that interface with IWMF.
The T&C Manager shall lead the OE’s proposed testing and commissioning team and coordinate with its Resident Site Supervision (RSS) Team and OE’s design team as well as the Contractors to review the development of the Contractors testing and commissioning plan and the Contractors execution of their plan in order to achieve the Project milestones for each of the IWMF EPC Contracts (EPC Package 1 – Waste to Energy/Materials Recovery Facility and EPC Package 2 – Sludge Incineration Facility/Food Waste Treatment Facility).
The T&C Manager shall oversee the whole of each Contractors testing and commissioning activities, and the interfaces between EPC1 and EPC2 and TWRP as relevant, which should commence from dry/cold to hot commissioning to successful completion of entire commissioning process and trial run, including optimisation of plant operation with the Contractors and O&M teams.

The OE’s T&C Manager is estimated to be mobilised to site at least 6 months prior to the commencement of actual testing and commissioning by the Contractor in order to familiarise themselves with the Works and the Contractors plans for the T&C and the expectations of the Client.
The T&C Manager shall have at least 15 years of hands-on relevant experience in testing and commissioning (and operation) of large scale solid waste management projects (Waste to Energy - WTE, sludge incineration, materials recovery and food waste treatment), or experience with large scale industrial/process/utilities projects (i.e. waste, water, oil & gas, power) testing and commissioning.
The T&C Manager shall have a relevant engineering degree or certification.
