Overview

To ensure the activities are conducted in accordance with applicable laws, regulations, circulars, and directives; and focus on regulatory and policy requirements applicable to Clearstream’s global customer base, products and services with the mission to ensure that Clearstream maintains high standards of practice in the eyes of the customers, the public and the authorities in the markets that it serves.

Summary description

Overall role is to act as Responsible Risk Officer ensuring Singapore and Hong Kong applicable laws and regulations particularly are adhered to.

Responsibilities

  • Support the design, implementation and maintenance of an effective end-to-end risk governance framework including a holistic approach to risk controlling and reporting.

  • Develop, implement, and maintain a business continuity management and related governance framework including the execution of testing activities where necessary.

  • Identification, assessment, management, and reporting of financial and non-financial risks including documentation and reporting of incidents.

  • Preparation and alignment of policies, supporting materials, guidelines, in line with group risk policies and applicable laws and regulations.

  • Provide advice and challenge existing and new business areas with regards to the implementation and optimization of controls to address / minimize identified risks on an ongoing basis (e.g., in case of changes).

  • Support the implementation of new products and services with risk assessment.

  • Support projects and initiatives within the Chief Risk Officer Area.

Other responsibilities

  • Act as support and advisory assistance to first line of defence employees and management for any question related to Risk.

  • Handle internal and external audits.

  • Prepare and present risk management related reports for the respective committees within the defined governance.

  • Represent Clearstream Risk in internal committees, in local industry forums and when required, liaise with external parties such as legal advisors, business partners, auditors, regulators and customers.

Requirements

  • Years of Experience: Minimum 8 Years of Risk experience in the Singapore/ Hong Kong with a focus on financial services/banking/financial market infrastructure providers.

  • Educational Qualifications : University degree, preferably International Business, economics or any relevant field
  • Excellent understanding of regulatory requirements in Hong Kong, Singapore laws and regulations.

  • Excellent understanding of local and European risk management principles/concepts, regulations and standards e.g. CRR, EBA Guidelines.

  • Strong analytical and conceptual skills, creativity, critical thinking, as well as ability to identify problems and propose solutions.

  • Ability to understand mathematical and statistical concepts.

  • Proficiency in written and spoken English; proficiency in any other languages would be an additional benefit.

  • Ability to understand and transform complex data and produce meaningful analytics.

  • Team player, able to work independently on complex matters/ projects.

  • Enjoy Working in an international and diverse team.
