About The Role

The Office for Skills-First Practices aims to enhance stakeholders' ability to articulate, activate, and recognize skills, driving human capital development in Singapore.

We seek a dynamic practitioner with strong execution skills, stakeholder engagement, and a passion for skills-first transformation.

As Head, Capability Development , you will lead consultancy and training engagements, support innovation projects, and represent the Office in high-quality projects for local and overseas clients.

You will adapt skills-first concepts across diverse contexts, ensuring excellent client experience and delivery standards.

You will also contribute to developing transformational projects and tools to embed skills-first practices.

This role involves programme delivery, stakeholder coordination, and hands-on execution, requiring a self-driven professional with consulting, facilitation, communication, and project management skills.

You will report to the Deputy Director and collaborate with cross-functional teams and partners in a fast-paced environment.

Key Responsibilities

  • Deliver consultancy projects, workshops, and training sessions, focusing on revenue-generating engagements for local and overseas clients, with travel as needed.

  • Adapt curriculum and facilitation content for different sectors and countries.

  • Support overseas programme components to ensure quality and standards.

  • Develop regional training initiatives in collaboration with partners.

  • Execute projects that embed skills-first approaches, from scoping to delivery.

  • Create operational tools, templates, and materials for programme delivery.

  • Evaluate pilot insights and develop scalable models.

  • Contribute to team culture and continuous learning initiatives.

Job Requirements

  • Experience in consulting and facilitation, especially in international settings.

  • Proficiency in creating facilitation materials and operational tools.

  • Skills in contextualising training content for diverse settings.

  • Adept at stakeholder engagement and partnership building.

  • Comfort with testing and refining new approaches.

  • Strong project planning and execution skills.

  • Experience with national agencies or international workforce projects.

  • Knowledge of SkillsFuture ecosystem and data-driven strategies.

  • Background in adult learning, curriculum design, or organisational development.

  • Ability to adapt approaches across cultures and contexts.

  • Knowledge of service design and agile methods.

The position is based at IAL Campus, Lifelong Learning Institute, near Paya Lebar MRT.
