SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

Within the Executive Directorate Police Services (EDPS), the Cybercrime Directorate (CD) has a mandate to reduce the global impact of cybercrime and protect communities for a safer world.

To achieve this, CD has four main objectives:

  1. Understanding the cybercrime threat landscape and continuously undertaking and improving the collection, processing, storage, analysis, evaluation and dissemination of cybercrime data.

  2. Leading and coordinating operational activities with member countries in tackling cyber threats that cause significant harm on a national, regional and global scale.

  3. Strengthening and enhancing the cyber capabilities of member countries to enable them to prevent, detect and investigate cybercrime, as well as establishing partnerships with relevant stakeholders in the cybercrime field.

  4. Serving as a voice for INTERPOL's law enforcement community and representing them in cybercrime forums.

The Head of the Cybercrime Operations Unit is responsible for managing the global operational response of INTERPOL's Cybercrime Directorate, aligned to the objectives of the Global Cybercrime Programme.

The post holder will develop and implement strategies, procedures and systems that underpin INTERPOL's operations against cybercrime, focused on global initiatives in line with the objectives and priorities, in order to deliver the agreed outcomes.

The post holder will also be responsible for leading any other activity at a global level to prevent, detect, investigate and disrupt cybercrime effectively, such as global awareness campaigns.

The post holder will ensure the management and assessment of the highest cybercrime threats that cause the greatest harm and impact on communities, being accountable for the conduct of the operations and staff/resources within the unit.

PRINCIPAL DUTIES AND ACTIVITIES

The post holder is responsible, under the supervision of the Assistant Director Cybercrime Operations, for handling the following missions, pertaining to the relevant area and/or the mandate of the Sub-Directorate:

Duty 1/Mission 1: Expertise:

  • Develop and implement operational plans targeting global cyberthreats as part of the overall operational strategy, engaging with other Directorates, Units, agencies and member countries to enable a collaborative approach to managing operational and investigative strategies.

  • Coordinate activities and initiatives, including management of capabilities, to contribute to preventing, reducing and detecting cybercrime.

  • Ensure victims are offered support and mitigation strategies during the operational processes, adhering to applicable guidance and legislation.

  • Undertake comprehensive risk assessments for planned operational events and activities to ensure adequate safety procedures are in place and that appropriate contingency plans have been developed.

Duty 2/Mission 2: Knowledge sharing:

  • Supervise the secure handling and dissemination of intelligence to enable information and data are shared following the current rules and regulations of processing of data.

  • Conduct operational briefings, tasking and debriefings, ensuring that intelligence is used and collected ethically and is appropriate to the duties being performed and in accordance with INTERPOL's policies and procedures.

  • Support the briefing of and liaison with the media when necessary, acting in accordance with media/communications policy and procedure guidelines.

  • Deliver virtual and in-person presentations on behalf of the CD in topics related to cybercrime or cybersecurity.

Duty3/Mission 3: Management:

  • Lead, inspire, and develop the Cybercrime Operations team, providing coaching, support, and feedback to deliver the Directorate objectives and ensure the welfare of the staff.

  • Develop and maintain strong relationships and partnerships by providing a service that is responsive to the needs of all communities in accordance with partnership agreements.

Duty 4/Mission 4: Other

  • Understand INTERPOL internal polices and guidelines and apply them to all operational and associated activities.

  • Perform any other duties as required by the hierarchy.

QUALIFICATIONS, COMPETENCIES AND SKILLS

EDUCATION AND QUALIFICATION REQUIRED:

  • Experienced police officer, police staff or official able to demonstrate equivalent professional experience/training in the sector of police area/law enforcement agencies.

  • Three to four years University education (Masters or Doctorate would be an additional asset).

EXPERIENCE REQUIRED:

  • At least 8 years of experience in investigating cybercrime.

  • Strong background in conducting operations in cybercrime and knowledge in international co-operation/investigations.

  • Experience in working or studying in an international environment.

  • Demonstrated experience in staff supervision.

LANGUAGES:

  • Working knowledge of English is required.

  • Knowledge of another INTERPOL official language (French, Spanish and/or Arabic) would be an additional asset.
